Description(s): DESCRIPTION: The Utah National Guard has a requirement to host a Yellow Ribbon Event for approximately three hundred and seventy six (376) attendees, three hundred forty one adults (341) and thirty five (35) children. This service is needed on June 8th, 2019 from approximately 8:00 AM until 4:30 PM not counting setup and takedown time prior to attendees' arrival and after leaving. Some sleeping rooms will also be need on the 7th of June and possibly a few on the 8th of June, which will be coordinated with Vickie Denovellis. The rooms will be paid for by the individuals utilizing the rooms and not included as part the quote. An attachment has been included with this solicitation that outlines our requirements in a statement of work. An attachment accompanies this request in the form of an Excel Spreadsheet. The spreadsheet outlines all the requirements needed on the first three tabs / pages, with the quote portion of the spreadsheet being on the fourth or last tab. The last tab will auto calculate your numbers and provide us with the total amount of your quote as they are filled in on that tab. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued on any other government points of entry. Solicitation W81A9P90240102 is being issued as a Request for Quotation. This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-12. A single contract will be awarded for this requirement and is subject to availability of funds. This solicitation is issued as an unrestricted procurement in accordance with FAR Part 19.502(b)(1), before setting aside an acquisition for small business under this paragraph it must be reasonable to expect that offers will be obtained from at least two responsible small business concerns offering this product or service. SPECIFICATIONS: The USPFO for Utah has a requirement to contract for a Yellow Ribbon Event that requires the use of a conference center or hotel facility to provide meeting space, food and beverages during the event. The event will be held on the 08 June, 2019. See the attachment included with this request that further outlines the details of this requirement and includes the quotation sheet to be filled out as well. Awarded party needs provide a person affiliated with the venue that is being utilized and familiar with the premises and various nuances and work teams and can assist our group with any issues that might arise during the event. Outside contractors are discouraged from subcontracting due to familiarity and communications issues and venues they do not work at. EVALUATION FACTORS: The contract type for this procurement will be a firm-fixed price and award will be made on the basis of Best Value to the government Tradeoff Process IAW FAR 15.101-1. The technical aspects will be met when it is determined that the vendor can meet all of the technical aspects of the Statement of Work (SOW) and the administering staff work for the facility hosting the event. The other factors this award will be based on are, the date requested being available, proximity to attendees, adequate facilities, adequate services, past performance history, meals within per-diem rate, and overall price. The Utah National Guard reserves the right to award to other than the lowest price if the lowest quote submitted does not meet all of the required specifications and does not provide the best value to the government.
