This is a request for information announcement only. This RFI will assist the U.S. Army with determining potential vendor interest and support for this sought-after capability. The outcome of this RFI will aid the U.S. Army with future procurement strategies for an upcoming Program of Record involving HP&C requirements. This RFI should not be considered as an Invitation for Bid (IFB), a Request for Quotation (RFQ), a Request for Proposal (RFP), or as an obligation by the Government to procure any products or services. Vendors are not eligible for payment for any direct or indirect costs incurred in response to this announcement. Vendors’ response to this RFI, as well as the Government’s use of any information provided, does not establish grounds for a claim against the Government. Vendors responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their responses. Project Overview PdM SPE is issuing this RFI as a means of conducting market research for an HP&C device. The aim is to determine the level of interest among qualified HP&C-based manufacturers (excluding resellers) in meeting the following core requirements: Ability to produce an HP&C device that provides: Hearing protection from harmful steady-state and impulse noises. 360-degree horizontal auditory situational awareness. Voice communication capability with audio devices such as handheld radios, manpack radios, and vehicle or aircraft intercoms.
