SOUTHERN AFGHANISTAN AVIATION IMPROVEMENT CONCRETE SUPPLY Helmland Province, Afghanistan (SUPPLY OF CONCRETE AND RELATED MATERIALS) NOTE: This is a Sources Sought publication ONLY. This announcement is issued solely for information and planning purposes only (i.e., market research) – it does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or a Request for Proposal (RFP); or a promise to issue an RFQ, IFB, or RFQ in the future. CONTRACT INFORMATION. The US Army Corps of Engineers (USACE) has a requirement for large batch concrete and related materials in support of runway improvements and repair at secure site in Helmand Province, Afghanistan. 2. PROJECT SCOPE: The work consists of the supply of concrete from a localized batch plant to specified work locations on a military installation in Helmland Provence, Southern Afghanistan. This is for the supply of approximately 45,000 cubic meters concrete and corresponding aggregate, formwork, and related placement accessories only. This supply contract will not include placement of concrete. However, the Contractor will be responsible for establishment of the onsite batch plant, procurement of all necessary materials for production, and delivery of concrete to placement sites. Production rates will be required to meet placement needs, with a total placement time of approximately 4-6 months. Due to site access requirements, on site labor will be provided utilizing US Citizens only. One major consideration of this effort will be hauling a large quantity of production materials over a considerable distance to this remote location. As such, the availability of trucks to provide this material is a significant aspect of this market research. 3. PROPOSAL PROCEDURES: The Government anticipates soliciting the procurement using full and open competition. The Government intends to solicit utilizing sealed bid procedures. The anticipated award date is September 2020.
