REQUEST FOR INFORMATION (RFI): This notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Respondents will not be notified of the results of the Market Research RFI. “This Market Research RFI does not constitute a commitment by the U.S. Government”. The U.S. Army Corps of Engineers (USACE), Transatlantic Expeditionary Division (TAE) anticipates a requirement for a contractor to construct five (5) buildings on the Theater Intelligence Platform - Central Domex (TIP-C) Secure Campus at Camp Arifjan, Kuwait. The work will require the contractor to provide all management, tools, equipment, transportation, supervision, and labor necessary for construction of the 5 buildings located at the TIP-C Secure Campus. The 5 buildings are: a Administrative Facility, Multi-Source Administrative Facility A, Multi-Source Administrative Facility B, Data Center, and a Classified Warehouse. All 5 buildings shall be constructed to the semi-permanent construction level criteria in accordance with the Unified Facilities Criteria (UFC) 1-201-01 titled “Non-Permanent DoD Facility in Support of Military Operations”, and in compliance with the 100% Design and Specifications that will be provided with the solicitation package, if and when solicited. It is noted that some of the interior construction will need to be installed by U.S. employees that have the appropriate security clearances. The building planned sizes are as follows: Administrative Facility – 1,760 SF Multi-Source Admin Facility A – 2,425 SF Multi-Source Admin Facility B – 1,760 SF Data Center – 2,200 SF Classified Warehouse – 5,000SF The anticipated solicitation will be a Request for Proposal (RFP) using the best value trade off source selection continuum. The acquisition will result in a Firm-Fixed-Price stand-alone construction contract. Offerors must be registered and active in the System for Award Management. Responders are solely responsible for all expenses associated with responding to this RFI. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
