REQUEST FOR INFORMATION Dismounted Reconnaissance Sets, Kits, and Outfits (DRSKO) Calibration Gases and Sensors for Camp Arifjan, Kuwait ***PLEASE SEE ATTACHMENT FOR LIST OF ITEMS*** Description 1.1 The Regional Contracting Center (RCC) – Kuwait in support of the Task Force Hellhound, Camp Arifjan, Kuwait is seeking information on how an interested contractor could provide Dismounted Reconnaissance Sets, Kits, and Outfits (DRSKO) calibration gases and sensors delivered to BLDG MP23AT1Z6, Camp Arifjan, Kuwait 09366. The vendor is responsible for arrival of specified deliverables within 60 days of shipping to the place of performance. The government seeks the delivery of the following items quarterly (four total deliveries). Each delivery will include the total quantity listed for each item number every quarter for one year (four total deliveries). 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and/or the GSA E-Commerce Central website: http://www.gsa.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Background The Dismounted Reconnaissance Sets, Kits,and Outfits (DRSKO) enable Chemical, Biological, Radiological, and Nuclear (CBRN) units to conduct CBRN site characterization, initial entry area assessment, and CBRN reconnaissance and surveillance operations. The DRSKO kits require a periodic order of items that expire and/or are expended at the appropriate time of need. 2.1 Delivery Date: The delivery of the above listed items NLT 60 days of shipping to place of performance (BLDG MP23AT1Z6, Camp Arifjan, Kuwait 09366) each quarter for one year (four total deliveries). 2.2 Delivery Period and Condition: The supplies delivered to BLDG MP23AT1Z6, Camp Arifjan, Kuwait 09366 within 60 days of the date of shipping to the place of performance each quarter for one year (four total deliveries). The vendor shall verify that all sensors and gases have a minimum of 120 days until expiration on the date of shipping. The vendor shall replace any sensors or gases that are shipped with fewer than 120 days until expiration. 2.3 Limitations: Not specified at this time. 2.4 Security Requirements: Not specified at this time. Requested Information The requested information is to confirm government cost estimate (GCE), delivery timeline to place of performance, and available vendors. 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a white paper. 4.2 RFI Whitepaper. The RFI whitepaper should be in Microsoft Word for Office 2007 compatible format and due no later than 08 NOV 2020, 17:00 PST. Responses shall be limited to 4 pages and submitted via e-mail only to the Government Point of Contact (POC): Adam Lutz, Contract Specialist, adam.k.lutz.mil@mail.mil. The RFI whitepaper should address the following items: Supply fulfillment capability of the above listed items (See 1.0, Description) Delivery capability to the place of performance (BLDG MP23AT1Z6, Camp Arifjan, Kuwait 09366) within 60 days of the date of shipping to the place of performance every quarter for single year (4 deliveries). Pricing structure Proprietary information, if any, should be kept to minimum and MUST BE CLEARLY MARKED. To aid the Government, segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. If any respondee does not currently have a Proprietary Data Protection Agreement (PDPA) that would permit the Government’s personnel to review and evaluate the submitted whitepaper in response to this RFI, the respondee should request to sign PDPAs with the Government. 4.3. The whitepaper shall provide administrative information, and shall include the following as a minimum: 4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2. Recommended contracting strategy for procurement of supplies 4.3.3. If any Proprietary Information. Identify and handle of respondee’s company proprietary information should include either: 1) Copies of executed NDAs with the Government or 2) A statement stating the respondee will not allow the Government to release its proprietary data for the RFI whitepaper evaluation. 5.0 Industry Discussions Government representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Questions Questions and the whitepaper regarding this RFI should be submitted in writing by e-mail to the RCC-KU Contracting Specialist, MAJ Adam Lutz, adam.k.lutz.mil@mail.mil. 7.0 Summary This RFI is only intended for the Government to identify sources that can provide the Dismounted Reconnaissance Sets, Kits, and Outfits (DRSKO) calibration gases and sensors, deliver to BLDG MP23AT1Z6, Camp Arifjan, Kuwait 09366, and ensure that the deliverables arrive to the place of performance within 60 days of shipping each quarter for one year (total of four deliveries).
