This Request for Information (RFI) is for the development and capabilities stated below in order to gather information on technologies available in industry to meet its training needs and requirements as well as information regarding industry partners who have experience in high priority areas regarding its UAS training needs no later than 20 days from the release of this request. 1. Background: The Army requires a realistic training environment representing current and future complex (Operational Environment) OE and Threat capabilities to provide a realistic training environment that integrates combined arms capabilities across warfighting functions. The Government must challenge U.S. Army and Joint forces using affordable, commercial off-the-shelf (COTS) technologies replicating highly adaptive and innovative adversaries/enemies creating unexpected, lethal, and non-lethal effects across multiple domains and dimensions of the OE. Additionally, live training systems must replicate, as closely as possible, the capabilities inherent in the OE to provide realism and support continuity from the training arena to real world operations and must have the ability to stimulate and/or replicate systems that are found on the battlefield. The presence of UAS on the battlefield is increasing exponentially, and the potential for our adversaries to employ these capabilities against our soldiers is only increasing. ATP 3-01.8 (Techniques for Combined Arms Air Defense) states that the primary UAS threats to Army land operations are categorized as Groups 1 through 3. This is due to their minimal or no radar cross section, allowing them to come within proximity to friendly forces undetected. These groups are generally tactical assets employed by maneuver units engaging in direct contact operations. They can fly extremely low underneath traditional radar detection zones. They fly very slow and can even hover in place, preventing any Doppler based sensor from detecting them. They are generally very small, making them hard to hit with direct fire weapons. According to ATP 3-01.81 (Counter-Unmanned Aircraft System Techniques(C-UAS)), UAS have advanced technologically and proliferated exponentially over the past decade. As technology has progressed, both reconnaissance and attack capabilities have matured to the point where UAS represent a significant threat to Army, Joint, and multinational partner operations from both state and non-state actors. The Threat Unmanned Aircraft Systems (T-UAS) Training Capability addresses the Army’s ability to prepare Soldiers to survive in an OE with a congested, contested, and dynamic air domain that is created by adversary/enemy use of UAS capabilities. The Government is seeking additional live training systems capabilities for Group 2 and Group 3 to further challenge Soldier’s execution of C-sUAS Tactics, Techniques, and Procedures (TTPs) and use of current and evolving C-sUAS technologies during live force-on-force training. 2.Synopsis: This RFI is issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e), exchanges with Industry before Receipt of Proposals, is for informational and future planning purposes only and shall not be considered a Request for Proposal (RFP) or Invitation for Bid (IFB); shall not be considered an obligation from the Government to acquire any products or services; and shall not be considered an authorization to incur any cost in anticipation of such authorization. Submitting information in response to this T-UAS Capability Development Document RFI is voluntary, and participants shall not be compensated; unless otherwise stated, this RFI, is considered informational-only for participants and the Government. The Government will not reimburse respondents for any costs incurred. The information provided herein in no way binds the Government to pursue any course of action described herein. The United States Army Contracting Command/ Redstone Arsenal, AL desires to assess industries current commercial off-the-shelf (COTS) Threat Unmanned Aircraft Systems (T-UAS) training systems capability with the ability of replicating highly adaptive and innovative adversaries/enemies creating unexpected, lethal, and non-lethal effects across multiple domains and dimensions of the Operational Environment (OE) and Threat capability to provide a realistic training environment that integrates combined arms capabilities across warfighting functions as a live training system. In addition, the training system must replicate, as closely as possible, the capabilities inherent in the OE to provide realism and support continuity from the training arena to real world operations and must have the ability to stimulate and/or replicate systems that are found on the battlefield. 3.Your response must include the following pages populated with data and costing information for each solution proposed on a separate template. Assume lifecycle quantities purchased based upon the provided notional fielding plan. These pages do not count towards your response’s page limit. (1) No more than 8 pages due September 11, 2024. (2) Collaboration is allowed. Responses must be delivered as PDF documents. (3) Submission shall be unclassified and limited to no more than 8 pages one-sided 8.5” x 11” pages and 11-point Arial font with one-inch margins; line spacing shall be set at no less than single space. Tables, drawings and header/footer information shall be 10-point Arial font or larger. If any of the material provided contains proprietary information, then it should be appropriately marked and disposition instructions provided; however, submitted data will not be returned.
