The responses to the RFI are strictly market research IAW FAR Part 10, Market Research Synopsis: The Headquarters Department of the Army G-2, ISR TF is seeking information on potential concepts and ideas for expeditiously geolocating images and providing an automated report to enhance situational understanding. The Army G-2, ISR TF has identified an area for which we are requesting White Papers from Industry on mature Commercial Off?The?Shelf (COTS) solutions relevant to the following Focus Area and requirement. Focus Areas and Requirements: The Army G-2, ISR TF has identified an area for which we are requesting White Papers from Industry on mature Commercial Off?The?Shelf (COTS) solutions relevant to the following Focus Area and requirement. Exceptional technology has the potential for selection to demonstrate their capability in person on or about 30 July 2024 at an Intelligence Ventures in Commercial Technologies and Applications (INVICTA) event in Arlington, Virginia hosted by the ISR TF. Demonstration and any travel associated to the INVICTA event will be via a separate contract action. Rapid Image Georeferencing The Army Intelligence and Security Enterprise (AISE) is seeking an Artificial Intelligence (AI) solution to aid Army Intelligence Analysts to quickly provide geographic coordinates from images or videos. This solution should meet the following requirements: Provides the ability to quickly identify the location of any image or video. System should provide geographic coordinates in one of several common geographic coordinate formats to include, but not limited to, decimal degrees and Military Grid Reference System (MGRS). Is supported and is accessible through the Non-classified Internet Protocol (IP) Router Network (NIPRNet) and commercially provided internet from anywhere in the world. Provides analysts with a certainty of its assessment and suggests how its analysis could be improved. Provides an auditing capability of user activities. The AISE is seeking solutions capable of meeting the below Minimal Viable Product (MVP) criteria. Geolocate images in less than 30 minutes with a 75% accuracy Autogenerate a report with time and location of image within 45 minutes Interoperable with DA/DoD systems across multiple classification levels Exceptional technology has the potential for selection to demonstrate their capability in person on or about 30 July 2024 at an Intelligence Ventures in Commercial Technologies and Applications (INVICTA) event in Arlington, Virginia hosted by the ISR TF. White Paper Submissions Guidelines: a. Submitted White Papers are discouraged from being marketing in nature or previously submitted ideas. The ISR TF is looking for truly innovative, creative, conceptual approaches, and ideas with respect to the focus areas listed. If metrics are not available provide an explanation and describe what is feasible. b. White Papers must be in the following format: 1) All White Paper submissions must be UNCLASSIFIED. 2) No more than 2 pages in length, single spaced in Microsoft Word or .pdf compatible format including graphs, pictures, and analyses. Documents longer than 2 pages will not be considered in their entirety. The cover page and table of contents, if included, will not be included in the page count. The Data Sheet and Quad chart described below will not be included in the page count. 3) Page size shall be 8.5 x 11 inches; Margins one inch, font size shall be 10 point, legible for tables and figures. 4) Clearly identify the functionality and/or cost reduction benefits of your product or concept. 5) Identify the technical and programmatic risks you foresee in completing (or adapting) your design and include your program plan, timeline, testing, and current design level effort. 6) We are looking for mature technologies (unless otherwise specified) that would be available for operational environment testing or qualification (i.e., TRL 7?9).
