SOURCES SOUGHT INTRODUCTION The Department of the Army, Army Contracting Command and ACC-RSA (W58RGZ) Aviation is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the OH58D Kiowa Warrior Triumph EMC-35A MT-35 Maintenance Terminal Kits and Training in Support of OH-58D Foreign Military Sales (FMS). The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The Contractor shall procure and deliver the following equipment in condition code "A" (New): One Triumph EMC-35A MT-35 Maintenance Terminal Kit, Part Number 118751. REQUIRED CAPABILITIES The Government requires one (1) MT-35 Maintenance terminal Kit consisting of the following items: one interface cable and one Triumph (proprietary software kit. The contractor shall deliver one ruggedized laptop computer with storage case for the installation of the Triumph proprietary software. The laptop computer shall meet or exceed the requirements of Triumph to install the software included in the kit. The intent of this Sources Sought is to assess the availability of the product that could meet this requirement. Non-Developmental Item. The MT-35 Engine Maintenance Kit should be a non- developmental item to the maximum extent possible. Qualification. The MT-35 Engine Maintenance Kit shall meet or exceed the requirements of Triumph to install the software included in the kit. SPECIAL REQUIREMENTS None ELIGIBILITY The applicable NAICS code for this requirement is 488190) with a Small Business Size Standard of ($32.5 million). The Product Service Code (PSC) is 7030). SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, George Obiyor, in either Microsoft Word or Portable Document Format (PDF), via email George.i.obiyor.civ@mail.mil no later than 5:00 p.m. Central Time Zone on 31 May 2019 and reference this synopsis number in subject line of e-mail and on all enclosed documents.
