The Government proposes to acquire, on a Five (5) year, Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity contract, a minimum quantity of 323 each and a maximum quantity of 1... PRON: AX4F2400AX. The Government proposes to acquire, on a Five (5) year, Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity contract, a minimum quantity of 323 each and a maximum quantity of 1100 each of the Wire Rope Assembly, NSN 1640-01-579-8607, P/N 1010392-007, applicable to the BE UH-60 Blackhawk weapon system. First Article Test (FAT) is not required. Production Lead Time is 180 Days After Contract Award (DACA). The required delivery of the Wire Rope Assembly is 27 per month. These items are non-commercial; FAR Part 12 will not be utilized. Required delivery shall be FOB Destination. The Wire Rope Assembly is not an aviation Critical Safety Item (CSI) as defined by DFARS 209.270-2. Currently, Terrycable Corporation (hereafter Terrycable), 17376 Eucalyptus St, Hesperia, CA 92345 (CAGE Code 0XZ68) and Stantek Manufacturing, LLC (hereafter Stantek), 145 E Elkins St, Stanton, KY 40380 (CAGE Code 6D8H7) are identified as the contractors who own or have access to the technical data necessary to produce this item. The Government does not have adequate data, lacks rights to data, or both needed to purchase this item from additional sources. The Government received notice from Terrycable Corporation that it will not bid on this requirement; therefore, the Government intends to solicit this as a sole source requirement to Stantek Manufacturing, LLC. If any contractor has access to this proprietary data, please provide a capabilities statement to the Contract Specialist or Contracting Officer detailing the authorization from either Stantek Manufacturing, LLC or Terrycable Corporation to utilize the proprietary data necessary for this requirement. All offerors must have the ability to procure the requisite proprietary data from aforementioned sources in order to be eligible for award. This procurement will follow the procedures in FAR Part 15. No telephone requests for the solicitation will be accepted. Requests for the solicitation shall be by email only. Email requests should be sent to pamela.n.pritchard.civ@army.mil. Proposals shall be emailed for the initial proposal. No fax or hard copy responses shall be accepted for the initial proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.

The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this Sources Sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. The items shall be packaged and shipped to the required destination(s). This item is a non-Critical Safety Item (CSI). A technical data package list (TDPL) is not available. SPECIAL REQUIREMENTS The Government requires that contractors have a plan to meet all the Government’s special tooling and test equipment requirements with either: Physical possession of the required tools, 2. Confirmed requisitions for the required tools, 3. Confirmed arrangements for subcontracting the processes requiring the special tools, or 4. Specific plans describing their technical approach to develop equivalent tools. ELIGIBILITY The applicable NAICS code for this requirement is 336413 with a Small Business Size Standard of 1250. The Product Service Code (PSC) is 1640. The Government does not own the proprietary data necessary to compete this requirement. If any contractor has access to this proprietary data, please provide a capabilities statement to the CS or KO detailing the authorization from either Stantek Manufacturing LLC or Terrycable, A California Corp to utilize the proprietary data necessary to manufacture this requirement. All offerors must have the ability to procure the requisite proprietary data from aforementioned source(s) in order to be eligible for award.
