The contractor shall furnish all labor, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the Overhaul of the following assets: NOMENCLATURE: Data Acquisition Unit (DCU) INPUT NSNs: P/Ns: 6610-01-557-9608 70600-03811-101 OUTPUT NSN: P/N: 6610-01-557-9608 70600-03811-101 QUANTITY: This requirement is for a one-time buy at a quantity of 200 each. (Foreign Military Sales (FMS) are not associated with this requirement.) The proposed contractual action will be a Firm Fixed Price, One-Time Buy Maintenance and Overhaul type contract, with quantity details listed above. These items are non-commercial, so FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. The Data Acquisition Unit (DAU) is not a Critical Safety Item (CSI). There is no adequate Depot Maintenance Work Requirement (DMWR) for this overhaul effort; accordingly, this requirement supports a sole-source solicitation. Currently, the only known approved source for the overhaul of the Data Acquisition Unit is Sikorsky Aircraft Corporation (CAGE Code 78286). All offerors must have the ability to procure the requisite proprietary data from Sikorsky Aircraft Corporation (CAGE Code 78286), in order to be eligible for award. Firms that recognize and can produce the required items described above are encouraged to seek Source Approval Requests (SAR) in order to become an approved source by following the procedures outlined at the following website: https://www.avmc.army.mil/Directorates/SRD/SAR/ No telephone requests for the solicitation will be accepted. Requests for the solicitation shall be by email to Ms. Zenita Dale at zenita.n.dale.civ@army.mil. Proposals hand-carried, mailed via the US Postal Service, or delivered by a commercial delivery service will not be accepted at this time. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.

The applicable North American Industry Classification System (NAICS) code is 334511 and the size standard is 1,350 employees. Interested parties who have the capability to perform the above effort should respond to this notice and identify your business size and socio-economic status as applicable. All submissions must include full company name, Point of Contacts (POCs) to include, name, position, office and mobile telephone numbers and email address. No DMWR has been identified for this effort. Currently, the only known approved source for the overhaul of the Data Acquisition Unit is Sikorsky Aircraft Corporation (Large Business). The Army intends to solicit this as a sole source requirement to Sikorsky because the Government does not own the proprietary data necessary to compete this requirement. If any contractor has access to this proprietary data, please provide a capabilities statement to the Contract Specialist or Contracting Officer detailing the authorization from Sikorsky to utilize their proprietary data necessary to overhaul this asset. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
