The contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data (other than Government Furnished Property),necessary to accomplish the Overhaul of the following assets: NOMENCLATURE: Yaw Trim, Servo INPUT NSNs: P/Ns: 1680-01-169-0858 70400-02260-117 OUTPUT NSN: P/N: 1680-01-169-0858 70400-02260-117 ESTIMATED QUANTITY RANGE: Minimum 150 each – Maximum 900 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 60 each) The proposed contractual action will be a Five (5) year, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum / maximum quantities listed above. These items are noncommercial; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. Depot Maintenance Work Requirement (DMWR) 1-1680-378, Revision Date: 06/26/2020, No Change # has been identified for this requirement. The Yaw Trim, Servo is an aviation Critical Safety Item (CSI) as defined by DFARS 209.270-2. As such, the overhaul can only be performed by a source approved by the Systems Readiness Directorate (SRD). Currently, the only known approved sources for the Yaw Trim, Servo are Sikorsky Aircraft Corporation (Large Business), Texas Aerospace (Small Business), Ontic Engineering and Manufacturing, Inc., (Large Business), and Airtronics, LLC (Small Business). A Product Verification Audit (PVA) is required. If any contractor has access to this proprietary data, please provide a capabilities statement to the Contract Specialist or Contracting Officer detailing the authorization from either Sikorsky Aircraft, Texas Aerospace, Ontic Engineering and Manufacturing, and Airtronics, LLC are the only sources approved by SRD to perform Maintenance and Overhaul on this Critical Safety Item (CSI). Any contractors that wish to be SRD approved sources need to consult the guidance on the following website: https://www.avmc.army.mil/Directorates/SRD/SAR/ This procurement will utilize FAR Part 14. The solicitation will be provided to contractors who are SRD approved responsible sources. All SRD approved responsible sources may submit a bid, which shall be considered by the agency. No telephone requests for the solicitation will be accepted. Requests for the solicitation shall be by email only. Email requests should be sent to erica.n.burnette.civ@army.mil. Proposals shall be emailed for the initial proposal. No fax or hard copy responses shall be accepted for the initial proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
