The Army Contracting Command-Redstone proposes to acquire on an other than full and open competitive basis in accordance with FAR Part 6.302-1, Reduced Sizes of Crashworthy External Systems (RCEFS), Internal Auxiliary Fuel Systems (IAFS), support equipment, hardware, and technical manuals. The Government plans to utilize an Indefinite Delivery Indefinite Quantity (IDIQ) contract for this effort. The IDIQ contract will contain the following requirements: IAFS A-Kits (PN: HM025-500-91), IAFS B-Kit (PN: HM025-600-21), Apache Magazine and Auxiliary Tank Transfer Systems (AMATTS) (PN: HM025-200-31),RCEFS Removable A-Kit (PN: HM0029-552-111), Hose Extensions (PN: HM025-087-3), RCEFS A-Kits (PN: HM029-552-241), RCEFS B-Kits, Single Tank (PN: HM029-007-21), RCEFS Crates (PN: CR1000-29-610), RCEFS Lift Assemblies (PN: HM029-200-21), Fuel Kits (PN: HM022-103-101), Aviation Intermediate Maintenance Spares (AVIM)(PN: HM025-513-41), Aviation Unit Maintenance Spares (AVUM)(PN: HM025-513-71), IAFS B-Kits (PN: HM025-600-21), Storage Cradles (PN: HM025-300-11) RCEFS Operators Manual (PN: TM HM-029-125-10), RCEFS Maintenance Manual (PN: TM HM-029-125-23&P), IAFS Operators Manual, (PN: TM HM-25-100-10), IAFS Maintenance Manual, (PN: TM HM-025-100-23&P), Provisioning Parts List (No Part Number), RCEFS Tank Cover (PN: HM)29-302-1), Cradle Assembly (HM029-080-41). This is a sole source requirement to Robertson Fuel Systems, L.L.C. (Robertson), 800 West Carver Rd. Suite 101, Tempe, AZ 85284-5264, Commercial and Government Entity (CAGE) Code 1T765. Robertson is the only source capable of manufacturing the RCEFS, IAFS and their components. A technical data package for full and open competition is not available within the Government for this procurement. Under the authority of 10 U.S.C. 2304(c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (a) (2) (ii)(A), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Interested parties should identify themselves in writing to the Procuring Contracting Officer.
