This is a notice of United States Army Contracting Command - Redstone Arsenal (ACC-RSA), AL intent to solicit a requirement under the statutory authority of Title 10, United States Code, Section 3204(a)(1) as implemented by Federal Acquisition Regulation 6.302-1(a)(2)(ii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Substantial duplication of cost to the Government is not expected to be recovered through competition; however, all responsible sources may submit a capability statement which shall be considered by the agency. The requirement is for Production, Engine Installation Kits, and Engine Electronic Control Units (ECUs) for the T55-GA-714 Engines, Engine Components and Engine Related Systems. ACC-RSA anticipates award of a five (5) year Indefinite Delivery, Indefinite Quantity contract that will be sole sourced to Honeywell International Incorporated AeroSpace, 111 South 34th Street, Phoenix, AZ 85034-2802 (CAGE Code 99193). Delivery orders will be issued on a Firm-Fixed-Price basis. Honeywell is the developer and sole Original Equipment Manufacturer of the T55-GA-714 aircraft engine and related hardware. The U.S. Army does not have the data available, or the resources and manpower required to furnish any other Contractor with all engineering/technical/test data and specifications required for this effort. The primary Product and Service Code for the requirement is 2840 and the North American Industry Classification System Code for the requirement is 336412. Award is anticipated in calendar year (CY) 2024. The Period of Performance will be 60 months (with five, one-year ordering periods) from CY 2024 through 2029. The estimated minimum quantity of two (2) and a maximum quantity of up to 270 each T55-GA-714A Engines; T55-GA-714A Engine Installation Kits; and Engine ECUs. These quantities may be procured in support of the Army, spare engines requirements, FMS requirements, and Other Government Agency requirements. This acquisition is restricted to the description set forth in this synopsis. Responsible sources that can perform the services described above are encouraged to fully identify their interest and capabilities within 15 days after publication of this synopsis. All responsible sources may submit a capabilities statement, which shall be considered by the Agency. Submissions shall be sent by email to Maggie Bevis, Contract Specialist, at maggie.g.bevis.civ@army.mil or the Contracting Officer, Catherine Hill, at catherine.w.hill2.civ@army.mil and must be received no later than 4:30 pm CT on the response due date. Only responsible, engineering approved sources will be considered. A determination by the Government not to compete this proposed effort based upon responses to this notice, is solely within the discretion of the Government. Contractors must be properly registered in the System for Award Management and fully qualified to do business with the federal government. This notice may represent the only official notice concerning this solicitation. The Government will not pay for any information provided under this notice. This is a Sources Sought notice requesting information in support of identifying interested sources capable of providing production of H-47 (Chinook) Aircraft T55 Series Engines, H-47 Aircraft T55 Series Engine Installation Kits, H-47 Aircraft T55 Series Engine Electronic Control Units (ECU), and T55 Series Engine Shipping and Storage Containers, in support of the Aviation Turbine Engine Project Office (ATEPO). The ATEPO is interested in obtaining information about existing engine production, where those engines and engine control systems already meet Airworthiness Release (AWR) criteria and are able to be integrated into H-47 production helicopters without any permanent modification to the aircraft. This notice is not to obtain any information about engine production that requires any developmental effort. This is not a solicitation. No solicitation exists at this time nor will a contract be awarded as a result of this request. Respondents are responsible for all expenses associated with responding to the Sources Sought. The information obtained will be used for planning purposes only. Clearly mark any proprietary information. Data submitted in response to this Sources Sought that is marked “proprietary” will be handled accordingly and will not be returned. The purpose of this Sources Sought is to determine interest, industry capabilities, and recommendations from industry vendors regarding T55 Series Engine production for the Aviation Turbine Engines Project Office, Program Executive Office, Aviation (PEO Aviation). The Government is interested in available industry capability to provide H-47 Aircraft T55 Series Engines, H-47 Aircraft T55 Series Engine Installation Kits, H-47 Aircraft T55 Series Engine Electronic Control Units (ECU), and T55 Series Engine Shipping and Storage Containers for ATEPO Programs and Foreign military Sales (FMS) requirements. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336412. See attachment “Sources Sought Requirements - Description of Information Requested” for a description of the information requested. The Government desires that all software and hardware have, at a minimum, Government Purpose Rights (GPR). The Government does not own a complete Technical Data Package (TDP) for the T55 Series Engine, including system/ subsystem drawings, tooling drawings, software source code or models and simulations. All interested firms with capabilities identified herein are encouraged to respond to this Sources Sought. Technical questions, data requests and industry responses to this Sources Sought are to be sent via email to Maggie Bevis, maggie.g.bevis.civ@army.mil, CCAM-PLA. Respondents are requested to put “Sources Sought Response -- T55 Series Engine Production” in the subject line of the e-mail. Electronic transmissions must not exceed 5 megabytes and responses in the form of white papers should be limited to 25 pages in length and may include technical specifications and product sheets as deemed necessary. All material submitted in response to this Sources Sought must be unclassified.
