The Contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data necessary to accomplish the inspection and Overhaul for the following assets: NOMENCLATURE: Swashplate Control Input NSN: P/N 1615-01-613-1790 7-511511101-101 Output NSN: P/N 1615-01-613-1790 7-511511101-101 ESTIMATED QUANTITY RANGE: 10 Minimum – 120 Maximum (20 each FMS)[MMMCA1] The applicable North American Industry Classification System (NAICS) code is 336413 and the size standard is 1,250 employees. The contract action is for a single award, five (5) year, Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ), maintenance and overhaul/upgrade contract, with minimum/maximum quantities listed above. The maximum quantity includes a quantity for Foreign Military Sales. Authority cited is 10 U.S.C. 2304(c)(1) FAR 6.302-1(a)(2). Only one responsible source or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. The Swashplate Control is a Critical Safety Item (CSI). Depot Maintenance Work Requirement (DMWR) -1-1615-314, Revision Date: 03/30/2018, No Change # has been identified for this requirement. A Product Verification Audit (PVA) is required. Currently the known approved source for the overhaul of the Swashplate Control is The Boeing Company. CAGE Code: 8V613, 5000 E. McDowell Rd, Mesa, AZ 85215-9707. Contractors are encouraged to seek Source Approval Request (SAR) in order to become an approved source by submitting documentation in accordance with the M&O SAR Guidance. All responsible sources may submit a proposal which shall be considered by the Agency. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. Maintenance and Overhaul of this item requires that the contractor receive source approval from the Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC) Systems Readiness Directorate (SRD). Therefore, inspection/overhaul can only be performed by an approved source in accordance with Defense Federal Acquisitions Regulations (DFARS) Subpart 209.2 - Qualification Requirements which implement quality control provisions of aviation critical safety items as stated in Public Law 108-136, dated November 2003. The statute requires overhaul by a source approved by the DEVCOM AvMC SRD. Currently, the Boeing Company (CAGE Code: 8V613) is the only known approved sources for the inspection/overhaul.
