This is a notice of Army Contracting Command - Redstone Arsenal (ACC-RSA), AL intent to solicit a requirement for the purchase of long lead engine components and production enhancements for the GE XT901-GE-900 (T901) engine under the statutory authority of Title 10, United States Code, Section 3204(a)(1) as implemented by Federal Acquisition Regulation 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Substantial duplication of cost to the Government that is not expected to be recovered through competition; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The requirement for the purchase of long lead items and components will be awarded as a modification to the existing Improved Turbine Engine (ITE) Engineering and Manufacturing Development (EMD) contract. General Electric (GE) Aviation is the prime contractor for the ITE EMD contract and the only source that possesses the technical knowledge and expertise required to provide the required parts to the T901 engine. The U.S. Army does not have the data available, or the resources and manpower required to furnish any other Contractor with all engineering/technical/test data and specifications required for this effort. The primary Product and Service Code for the requirement is 1520 and the North American Industry Classification System Code for the requirement is 336412. Award is anticipated in calendar year 2023. The Period of Performance will be from date of award through November 2024. This acquisition is restricted to the description set forth in this synopsis. Responsible sources that can provide supplies described above are encouraged to fully identify their interest and capabilities within 15 days after publication of this synopsis. All submitted capabilities statements shall be considered by the Agency. ACC-RSA anticipates award of a five (5) year Indefinite Delivery, Indefinite Quantity contract that will be sole sourced to Honeywell International Incorporated AeroSpace, 111 South 34th Street, Phoenix, AZ 85034-2802 (CAGE Code 99193). Task orders will be issued primarily on a Cost-Plus-Fixed-Fee or Firm-Fixed-Price basis. Honeywell is the developer and sole Original Equipment Manufacturer of the T55-GA-714 aircraft engine and related hardware. The U.S. Army does not have the data available, or the resources and manpower required to furnish any other Contractor with all engineering/technical/test data and specifications required for this effort. The primary Product and Service Code for the requirement is R425 and the North American Industry Classification System Code for the requirement is 541330. Award is anticipated in calendar year 2023. The Period of Performance will be 60 months (with five, one-year ordering periods) from date of contract award. Ordering periods will be based on calendar year in support of both the United States Government and Foreign Military Sales requirements. This is a Sources Sought notice requesting information in support of identifying interested sources capable of providing highly specialized Aircraft Engine Engineering Logistical Support Services for the Honeywell T55 Series Engines. This is not a solicitation. No solicitation exists at this time nor will a contract be awarded as a result of this request. Respondents are responsible for all expenses associated with responding to the Sources Sought. The information obtained will be used for planning purposes only. Clearly mark any proprietary information. Data submitted in response to this Sources Sought that is marked “proprietary” will be handled accordingly and will not be returned. The purpose of this Sources Sought is to determine interest, industry capabilities, and recommendations for developing requirements for the Aviation Turbine Engines Project Office, Program Executive Office, Aviation (PEO Aviation). Response should address capabilities and level of technical knowledge of the T55 series engine. The Government is interested in determining industry’s capability to provide Aircraft Engine Engineering Logistical Support Services for T55 series engines in areas of program management, technical and maintenance engineering support, contractor logistics support, software engineering support, data analysis, supportability, technical meeting support, configuration management, safety, engineering and accident investigations, Category I and II Quality Deficiency Reports (QDRS), drawings and record maintenance, training, Field Service Representative (FSR) support, product improvement, integration and qualification of components and subsystems, productivity, product assurance, supply, maintenance, testing, preparation of engineering changes, training and other related items. Engines and engine control systems must meet Airworthiness Release (AWR) criteria and be able to be integrated into the H-47 (Chinook) production helicopters. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330. See attachment for a description of the information requested. The Government desires that all software and hardware have, at a minimum, Government Purpose Rights (GPR). The Government does not own a complete Technical Data Package (TDP) for the T55 series engine, including system/ subsystem drawings, tooling drawings, software source code or models and simulations. All interested firms with capabilities identified herein are encouraged to respond to this Sources Sought.
