The Contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools and data (other than Government Furnished Property), manufacture the following assets: Weapon System: UH-60 Black Hawk Noun: Support Structural C NSN 1560-01-578-2196 ESTIMATED QUABTITY RANGE: Min Quantity: 8 each, Max Quantity: 18 each The proposed contractual action will be a Three (3) year, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum /maximum quantities listed above. The Aviation and Missile Command (AMCOM) Logistics Center requests approval to award a new, sole source procurement to the source approved by the U.S. Combat Capabilities Development Command (CCDC), Aviation Engineering Directorate (AED), resulting in a single firm-fixed-price (FFP), three-year Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Support Structural C. At this time, the agency’s minimum needs can only be satisfied by Sikorsky Aircraft Corporation, 6900 Main Street, Stratford, The technical data for this part has undergone full screening per DFARS 217.7506, Spare Parts Breakout Program. The assigned AMC/AMSC is 3C. This item will be acquired for the second or subsequent time directly from the actual manufacturer as indicated. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering Activity. Sikorsky is the original equipment manufacturer (OEM) the technical expertise, required machinery, and experienced personnel to perform the actions required by this acquisition. At this time, no other sources have gained this approval, and therefore, no other sources can be considered for award; however, should a new source become qualified via the SAR process during the contract period of performance, the requirement for future orders will be reviewed. If a new requirement can be validated, a new contract package will be processed, and the new source(s) will be given an opportunity to compete for the award. Requests (SAR) in order to become an approve source by submitting documentation in accordance with the procedures are outlined at the following website: https://www.avmc.army.mil/Directorates/SRD/SAR/ and looking under Standard Aviation and Missile Source Approval Request (SAMSAR). All responsible sources may submit an offer which shall be considered by the Agency. Offers shall be submitted in accordance with FAR Clause 52.215-1. Electronic submissions for proposals are authorized and is the preferred method of submission. Proposals should be emailed to james.k.mosley2.civ@mail.mil and lindy.l.pinchon.civ@mail.mil. No fax or hard copy responses shall be accepted for the proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
