This effort is in reference to prior Solicitation Number W58RGZ-21-R-0089. This is a Limited Competitive requirement and will be awarded using Sealed Bidding. The Contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data necessary to accomplish the inspection and overhaul for the following assets: NOMENCLATURE: Flutter Dampner Input NSN P/N 1650-01-371-2475 114H6800-11 Output NSN P/N 1650-01-371-2475 114H6800-11 Estimated Quantity Range: 40 Minimum - 1488 Maximum FMS Quantity: 248 The applicable North American Industry Classification System (NAICS) code is 336413 and the size standard is 1,250 employees. The proposed contractual action will be a Five (5) year, Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ), maintenance and overhaul contract, with minimum/maximum quantities listed above. The maximum quantity includes a quantity for Foreign Military Sales. Authority cited is 10 U.S.C. 2304(c)(1) FAR 6.302-1(a)(2). Only one responsible source or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. A Depot Maintenance Work Requirement is available for this effort, however the Flutter Dampner is a Critical Safety Item (CSI) and must only be overhauled by approved sources. A Product Verification Audit (PVA) is required. This procurement is restricted to the Original Equipment Manufacturer (OEM), Boeing Helicopter Inc., Ridley Park, PA (CAGE Code 77272) and approved sources, Texas Aerospace Services, Abilene, TX (CAGE Code 29242), Cliffdale MFG Inc., Chatsworth, CA (CAGE Code 34705) and AAR Allen Services, Inc. doing business as (DBA) AAR Aircraft Component Services-New York, Garden City, NY (CAGE Code 3Y015). Contractors are encouraged to seek Source Approval Request (SAR) in order to become an approved source by submitting documentation in accordance with the AMCOM Maintenance and Overhaul SAR Guidance. These procedures are outlined at the following website: https://www.avmc.army.mil/Directorates/SRD/SAR/. Questions concerning SAR submission can be directed to the M&O SAR Team via email: usarmy.redstone.ccdc-avmc.mbx.ed-sar@mail.mil. Award of this requirement will not be withheld pending SARs. Foreign firms are reminded that all requests for solicitation must be processed through their respective embassies. All responsible sources may submit a proposal which shall be considered by the Agency. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate and may be adjusted dependent upon the date the solicitation is released; however, the solicitation will not post prior to the closing date stated above.
