NOTICE: This is not a solicitation! This is a Sources Sought Notice (Notice) to determine potential sources for information and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposal nor will any award be made as a result of this Notice. The Army will NOT be responsible for any costs incurred by interested parties in responding to this Notice. Only non-classified information must be provided in your response. Copies of the submitted information may be reproduced for Government Review. Submitted information will be used by Government personnel only. 1.1. PURPOSE: This Notice is market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS 2017) Code is 325180 which has a corresponding size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for any follow-on acquisition. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZONE, and Women-Owned small business concerns, but large firms are welcome to respond. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. If your firm is a Small Business please indicate (with supporting rationale) your compliance with applicable language in the Federal Acquisition Regulation, Part 19. DETAILS: The United States Army Contracting Command – Redstone Arsenal is conducting market research seeking capable sources for alternative finishing chemicals to hexavalent chromium (Cr6+). The Army’s intent is to totally eliminate the use of Cr6+ in its industrial processes, such as aviation parts finishing, coating and production. The focus of this notice is to find replacements to industrial chemicals that have Cr6+ as an ingredient. This also includes industrial adhesives/sealants and paint stripping chemicals. Alternatives are sought for the following chemicals: ACC 665 EC-3917 Sermaseal 570A ChoShield 2001 Mastinox 6856K PR-2200 Sermaloy J EC-3924 BR127 EC-1945 Primer Metibond Primer/BR6726 Pasa Jell Primers Submission Instructions: Interested parties are requested to submit a letter of interest, brief statement of current capability and responses to the attached Appendix 1, Contractor Capabilities Questionnaire (CCQ). The Government will use this information to determine the best acquisition strategy for this procurement. Email responses are preferred and may be submitted to the Contracting Officer. Please limit your submissions to ten pages in PDF or Microsoft Word Format (not including any test reports or peer-reviewed journal articles/references).
