NO TELEPHONE CALLS WILL BE ACCEPTED. The Army Contracting Command - Redstone proposes to issue solicitation number W58RGZ-20-R-0307 for a new purchase of Empower Software for firm fixed price (FFP) contract. This requirement is for the purchase of components for Product Manager Aircraft Survivability Equipment (PM ASE). The action is a sole source requirement for the needs to procure Standard application annual license support and maintenance for PM ASE. Four (4) Annual license includes Empower Server access, Empower Software application releases, Post GO-Live Support, Training, and Maintance. The proposed contractor is Encore Analytics LLC., 2522 N. Proctor St. Unit 368 Tacoma, WA, 98406-5338, Commercial and Government Entity (CAGE) Code: 6YYT1. The statutory authority permitting other than full and open competition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (a)(2)ii entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Interested firms may identify their interest and capability to respond to this requirement or submit a proposal. This is NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
