SYNOPSIS: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY This RFI is issued solely for information and planning purposes and to identify interested sources. It does not constitute an invitation for bid, a Request for Proposal (RFP), a solicitation, a request for quote or a promise to issue such documentation in the future. Funding is not available at this time. This request for information does not commit the Government to contract for any supply or service. Further, the U.S. Army is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. The information provided in the RFI is subject to change and is not binding on the Government. The U.S. Army has not made a commitment to procure any of the items discussed. Release of this RFI shall not be construed as a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Responses may include data that the offeror does not want disclosed to the public for any purpose or used by the Government except for informational purposes. If your company wishes to restrict use of the data, the response must be marked appropriately. The Government will utilize non-Government personnel (support contractors) to review and evaluate white papers submitted in response to this RFI. If any respondent does not currently have a Non-Disclosure Agreement (NDA) that would permit the PM UAS support contractor(s) listed below to review the respondent’s RFI submission, the respondent is encouraged to sign NDAs with the listed support contractor(s) for this purpose. In any event, any markings on the submissions in response to this RFI should reflect that the information is releasable to the identified contractors solely for the purposes stated herein. The contractors listed below will be precluded from submitting a response to this RFI or any subsequent solicitation for this effort. For full details please view the attached document: MQ-1C Gray Eagle Extended Range Aircraft and production of modernized data links/avionics modification kits. Modification kits consist of aircraft and ground data links components, and aircraft avionics components. Ground components include the Satellite Communications (SATCOM) Ground Data Terminals (SGDT), SATCOM Local Equipment Assembly (SLEA), Baseband Assembly, Uninterruptible Power Supply (UPS), and associated wiring. Aircraft components include a multi-band Radome assembly, SATCOM, LOS, and Avionics components and associated wiring. Aircraft SATCOM components include the SATCOM Air Data Terminals (SADTs), SATCOM Enhanced Bandwidth Efficient Modems (EBEM), and SATCOM High Assurance Internet Protocol Encryptors (HAIPE). Aircraft avionics components include the Flight Control Module (FCM), Interface Computing Modules (ICM), Network Attached Storage (NAS) devices, and a Complex Instructions Set Computer (CISC). The anticipated contract action would require production of up to 51 each - MQ-1C Gray Eagle Extended Range aircraft. Additionally, the contract action would include the production of 152 each - aircraft data link modification kits, 45 each - ground data link modification kits, and 152 each - aircraft avionics modification kits. For these modification kits, ground quantities include 45 each - SGDTs, 180 each - SLEAs, 45 each - Baseband Assemblies, 45 each - UPSs, and 45 each - wiring/cabling kits. Aircraft data links and avionics quantities include 152 each - multi-band Radomes, 152 each - SADTs, 304 each - EBEMs, 304 each - HAIPEs, 152 each – FCMs, 912 each – ICMs, 304 each – NASs, 152 each – CISCs, and 152 each – aircraft wiring/cabling kits. The anticipated action would require inspection and/or testing of hardware and would require compliance with Government approved inspection and test criteria. The Government does not possess a Technical Data Package (TDP) for the MQ-1C Gray Eagle Extended Range aircraft or the modification kit hardware/equipment in this request. Potential responders must be able to produce the MQ-1C Gray Eagle Extended Range aircraft configuration, and the ground and aircraft modification kits that include the component described above. Any respondent must possess access to restricted air space for flight test. The Government will not provide access to air space or a flight test facility. The Government requires each item to be flight tested (simulation is not acceptable). Responses : Interested parties are requested to respond to this RFI with a white paper single spaced, no more than 25 pages in length (cover page does not count against the 25 page total), abbreviations should be defined either on first use or in a glossary. Charts and graphics should have quantitative data clearly labeled. Assumptions should be clearly identitifed. Proprietary and other sensitive information should be marked with requested disposition instructions. Submitted materials will not be returned. E-mail is the preferred method of receipt. Submitted responses shall be UNCLASSIFIED unless prior arrangements are made with UAS PMO.
