The US Army has a sole source requirement to procure, Contractor Logistics Support (CLS) and Engineering Services (ES) for the UH-72 fleet in order to meet the Army’s readiness requirements. The UH-72 is the Army’s Light Helicopter and has been procured since 2006. CLS includes the provisioning of parts and repairables, tools, support equipment, and technical manuals; contractor field teams; overhauls; and field and depot level maintenance. ES includes services in support of the UH-72 and modification/modernization requirements. This procurement will allow the UH-72 to execute designated missions to include General Support, Homeland Security, Medical Evacuation, Reconnaissance, Test, and Training. These efforts are anticipated to be awarded via follow-on contract to Contract W58RGZ-17-C-0010. The contract shall be a Firm Fixed-Price and shall consist of one base year with four one-year option periods. Pursuant to statutory authority of Title 10 U.S.C. 2304(c)(1) and (d)(1)(B)(i), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) – “Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements,” this proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source – Airbus Helicopters, Incorporated (AHI), 2701 N. Forum Drive, Grand Prairie, TX 75052, Commercial and Government Entity 3GSZ1. As the developer and producer of the UH-72 aircraft, only AHI possesses the technical expertise, proprietary data, and experience necessary to execute this requirement. Offerors are encouraged to contact AHI for subcontracting opportunities for this effort. This synopsis is not a request for competitive quotes and a written solicitation will not be issued to any contractor other than AHI. As the justification for a sole source action is in accordance with FAR 6.302-1(a)(2)(ii)(A), the Contracting Officer will make a copy of the justification available on beta.sam.gov within 14 days after award in accordance with the requirements of FAR 6.305(a). This requirement is not currently fully funded; the initial award will be withheld pending receipt of sufficient funds.
