This is a sources sought announcement. This announcement is in support of market research to determine the feasibility of a competitive acquisition and to identify potential sources that can provide the overhaul of the following item: NOMENCLATURE: ANTI ICING START BLEED VALVE INPUT NSN: 2995-01-294-9867 OUTPUT NSN: 2995-01-294-9867 INPUT P/N: 4046T28G14 OUTPUT P/N: 4046T28G14 ESTIMATED QUANTITY RANGE: Minimum 750 each - Maximum 4740 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 790 each) The applicable North American Industry Classification System (NAICS) code is 336412 and the size standard is 1,500 employees. Interested parties who have the capability to perform the above effort should respond to this notice and identify your business size and socio-economic status as applicable. All submissions must include full company name, Point of Contracts (POCs) to include name, position, office, and mobile telephone numbers and email address. The ANTI ICING START BLEED VALVE IS a Critical Safety Item (CSI) and as such requires overhaul from an approved source(s) in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 209.270-3, Qualification Requirements which implements the quality control provisions of aviation critical safety items as stated in Public Law 108-136, dated November 2003. The statute requires that, "the head of the contracting activity for an aviation or ship critical safety item enter into a contract for the procurement, modification, repair, or overhaul of such item only with a source approved by the design control activity". Currently the only known approved source(s) for the overhaul of the ANTI ICING START BLEED VALVE, are TAT Technologies (CAGE Code 1523A); AeroKool Aviation Corporation (Cage Code 1A821); Vacco Industries,Inc. (CAGE Code 1PVC5); AAR Aircraft Component Services (CAGE Code 3Y015); Overhaul Support Services (CAGE Code 52VE4); General Electric Company (CAGE Code 99207). Depot Maintenance Work Requirement (DMWR) -55-2995-231, change # 4 and applicable Maintenance Engineering Orders (MEOs) are available for this effort. Contractors are encouraged to seek Source Approval Request (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures.
