***This is an amendment to the sources sought. This requirement will be a 100% Small Business Set-Aside and the NAICS code has been changed to 238290. This is a sources-sought announcement only for informational and planning purposes and does not constitute a solicitation. This Request for Information (RFI) is being issued to accomplish market research and support planning for the below listed requirements. The Government will not pay for any information or reimburse any costs incurred in responding to this RFI. No solicitation is being issued at this time. All information submitted in response to this announcement is voluntary. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. If a solicitation is released, it will be synopsized on the Army Single Face to Industry (ASFI). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The Government is seeking interested contractors for a contract to Corpus Christi Army Depot (CCAD) is seeking an Equipment System Integrator to perform duties as listed below. Attached is a copy of the current Statement of Work which may change prior to issuing an RFP: Sources Sought for Building 1700.2 Equipment System Integration •1. BACKGROUND The mission of the Corpus Christi Army Depot is to perform overhaul, repair, modification, retrofit, and modernization of aircraft systems and other systems as assigned; to maintain a mobilization and training base to provide capability for mission support during any contingency; to provide maintenance support services for special projects as assigned; to exercise command control over assigned activities; and to provide on-site technical assistance in the inspection, maintenance, and repair of customer aircraft, engines, and components. The Corpus Christi Army Depot is currently having building 1700.2 constructed via a military construction/Army authority project. This building will be built adjacent to building 1700 which currently houses assembly shops that assemble and test transmissions for various aircraft. Building 1700.2 will contain shops that directly support activities in building 1700 such as: bearing shop, machine and grinding shops, workstation requirements kitting areas, non-destructive inspection shop, shot peen shop, paint preparation and paint shop. •2. OBJECTIVES The contractor shall provide Systems Integration for building 1700.2 within the stated period of performance. The integrator will provide utility design, install the utility, purchase new equipment, and relocate the existing equipment to building 1700.2. The locations of all new and relocated equipment shall be in accordance with government furnished items such as production layouts and equipment map. •2.1. Utility Design and Utility Installation The Government shall provide the contractor A & E drawings (architectural and engineering) of building 1700.2. The drawings will show where the building facility taps (compressed air, electricity, fire sprinkler, chilled water, city water, IT cabinets, etc.) will be provided. The contractor shall design and install a utility system that supports the process shops and all equipment purchased or relocated. The utility design(s) shall be in accordance with state and local laws governing such systems (electrical, fire protection, etc.). The contractor shall provide all utility equipment (transformers, circuit panels, dis-connects, etc.) for a turnkey installation of new or relocated machines. Prior to beginning the utility installation, the contractor shall provide, to the Government, drawings of the proposed utility system. The utility design shall be stamped by a licensed professional engineer and all installation work shall be done by certified personnel in the field related to the installation. •2.2. Purchase of equipment The contractor shall purchase and install new equipment. A sample list of new equipment to be purchased and installed is provided below. All new equipment shall meet the specifications associated with that particular item. The contractor shall implement a test plan in detail for proving that the machine meets the specification. The contractor shall be responsible for providing all utilities to new equipment. Prior to purchasing equipment, the contractor shall provide product drawings for review. See Appendix A •2.3. Relocation of equipment The contractor shall relocate and install equipment. A list of relocated equipment is provided in Appendix B. The contractor shall provide all necessary equipment and personnel to remove, transport and re-install equipment in building 1700.2. The Government shall provide the contractor an onsite, functional demonstration of each machine prior to relocation when requested by the contractor. The contractor shall be responsible for providing all utilities to relocated equipment and will verify that the machine functions correctly. The contractor shall provide a disassembly plan for each major piece of equipment to be relocated. Relocation shall not occur for any equipment until the utility installation is complete and new equipment installed. •2.4. Other Tasks •2.4.1. Maintain As-Built Drawings The Government will provide the contractor a build-to layout. This layout contains the locations that equipment, by purchase and relocation, will be placed in BLDG. 1700.2. The contractor shall be responsible for installing equipment as indicated on the layout and updating this layout if changes are required. •2.4.2. Develop Project Plan for New Equipment The Government shall provide a schedule of equipment to purchase per option years and base year. The contractor shall provide a project plan of the purchase and installation activities per stated year. The plan shall accurately represent start dates and durations of installation activities. The utility design and installation activities shall be included in the base year project plan. •2.4.3. Develop Durations for Relocated Equipment The Government shall provide a schedule of equipment to be relocated. The contractor shall provide expected relocation activity durations for each item listed in the 'Relocate Equipment' list. Activity durations shall include disassembly, transportation, re-installation in BLDG. 1700.2, testing and certifying. The durations will be used by the Government to coordinate production shop downtime. •2.4.4. Training for New Equipment The contractor shall provide training for new equipment such as the bearing enclosure system, paint enclosure system, 5 axis machine, 5 axis machine pallet loader, CMM's. •2.4.5. Preliminary Design Reviews The contractor shall conduct preliminary design reviews for select equipment such as bearing enclosure, paint enclosure system. Topics of the design review will include HVAC controls, relocated equipment within enclosure, cleanroom controls.
