The purpose of this posting is to provide a redacted Justification and Approval (J&A) for Other Than Full and Open Competition. This J&A was executed in connection with the recent 31 March 2023 definitization of the undefinitized contract action (UCA) the Apache Contracting Directorate originally awarded on 21 May 2019 as a firm-fixed-price delivery order (DO) W58RGZ-19-F0045, under Basic Ordering Agreement W58RGZ-15-G-0006 to The Boeing Company. This DO is for the upgrade and fielding of Apache Attack Helicopter (AH) 64D and AH-64E aircraft concurrency and functional technical enhancements for the Generation (Gen) 4 and Gen 5 AH-64 Longbow Crew Trainer simulator. A redacted J&A was posted on 11 June 2019 (under Notice ID W58RGZ-18-R-0345) after issuance of the UCA on 21 May 2019. However, due to the full performance period being extended and as a result of the final settlement value, an additional J&A was executed at the time of definitzation and that redacted J&A is included herein.
