Army Contracting Command - Redstone intends to procure, on an other than full and open competition basis, an increase to the maximum quantity of Enhanced Ballistic Armor Protection System (EBAPS) kits... Army Contracting Command - Redstone intends to procure, on an other than full and open competition basis, an increase to the maximum quantity of Enhanced Ballistic Armor Protection System (EBAPS) kits and associated containers to the existing firm-fixed price, indefinite delivery indefinite quantity contract W58RGZ-19-D-0013 via a contract modification. The EBAPS kits and containers may be ordered in any combination through the existing ordering timeframe, which ends on 10 December 2022. The contract was awarded to Point Blank Enterprises, Incorporated (PBE) 14100 NW 58th Court, Miami Lakes, Florida 33014, (formerly The Protective Group), Commercial and Government Entity (CAGE) Code 3U457, on a sole source basis. The Government intends to award this requirement under the authority of Title 10, United States Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1(a)(2)(ii)(A), Only one responsible source, and no other supplies or services will satisfy agency requirements. As the developer of EBAPS Kits, only PBE possesses the technical expertise, proprietary data, and experience necessary to execute this requirement. The Government intends to solicit to, and negotiate with, only one source. Anyone that may be interested in subcontracting opportunities is encouraged to contact PBE at the address stated above. This synopsis is not a request for competitive quotes and a written solicitation will not be issued to any contractor other than PBE. This requirement is not currently funded.
