The Army Contracting Command-Redstone intends to award, as other than full and open competition basis, a new Indefinite Delivery/Indefinite Quantity (IDIQ) Contract Vehicle with a Minimum Guaranteed Quantity of Four (4) with a Maximum Contract Quantity of Fourteen (14) CH-47 Block II Low Rate Initial Production (LRIP) Renew Aircraft from FY2021 through FY2022 to Support U.S. Requirements. This contract is anticipated to be a Fixed Priced Incentive Firm (FPIF) IDIQ contract as followed: Ordering Period 1: Minimum Quantity of 4 aircraft; Maximum Quantity of 7 aircraft and Ordering Period 2: Minimum Quantity of 4 Aircraft; Maximum Quantity of 7 aircraft to include Contract Line Item Numbers (CLINS) for Over and Above, and Initial Spares Parts in support of Ordering Period I and II. This requirement describes the recurring effort to be performed by the Contractor to remanufacture and recapitalize the Block II Engineering, Manufacturing and Development (EMD)CH-47F components to the CH-47 Block II Low Rate Initial Production (LRIP) configuration for Ordering Period I and II. The CH-47 Block II effort affords higher performance through the addition of the Advanced Chinook Rotor Blade (ACRB), the Improved Drive Train, and the Lightweight Fuel System. This requirement also sets the structural and dynamic basis for future spiral development of the CH-47F Block II variant while enhancing structural and system commonality with the MH-47G aircraft. The intended awardee is The Boeing Company, CAGE Code 77272. A justification for other than full and open competition has been prepared in support of this acquisition. Under the authority of 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ looking under qualification procedures for aviation requirements. All responsible sources may submit an offer which shall be considered by this Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of the release of the solicitation. However, the solicitation will not close prior to the closing date stated above. The Government will not be responsible for any costs incurred by interested parties in preparation of information or document related to this requirement.
