(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 using Simplified Acquisition Procedures for commercial information as found at FAR Subpart 13.5 and as supplemented with the additional information included in this notice. (ii) The solicitation number is W58D2M-21-Q-0007; the solicitation is issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number/Effective Date: 2021-05 / 3-10-2021. (iv)This part, except for Subpart 19.6, applies only in the United States or its outlying areas. This procurement is not a set-aside. The associated NAICS code is 238220. (v) The purpose of this combined synopsis/solicitation is to execute, for the period of base year and two option years, the performance of Maintenance and repair of dehumidifiers, Darby Military Community, Italy, as described in the attached solicitation W58D2M-21-Q-0007 consisting of one hundred and four (104) pages, in the attached Performance Work Statement consisting of twenty-six (26) pages, and in the attached Price Book. (vi) Description of the requirements for the items being required: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services. The contractor shall perform 100% of the work under this service with its own workforce. Only the technical assistance provided by authorized service centers technicians is allowed in order to perform services on proprietary systems, services requiring direct manufacturer support or specialized labor in order to execute the activities requiring specific qualifications detailed at PWS 5.2.1.2 (Tecnico/i Categoria A and B). Scheduled Weekly Maintenance Service: the contractor shall perform weekly inspections and control services for all the listed dehumidifiers. In particular, the contractor shall perform in accordance with operation and maintenance technical manual, user’s manual and in compliance with applicable norms and standards. Scheduled Annual Maintenance Service: once per year, the contractor shall perform an annual maintenance for the dehumidification systems; the periodical maintenance shall follow an Annual “Standard Program” as described in the Performance Work Statement. Inspect and Clean the dehumidifier, the fan and ducts connecting the system to the building: this activity shall be performed following the specifications contained inside the “Allegato 3 and Allegato 6 - Procedura Operativa per la valutazione e gestione dei rischi correlate all’igiene degli impianti di trattamento aria”. This work shall be performed by certified “Tecnico/i Categoria B”, in accordance with “Ministero della Salute-Accordo Stato-Regioni, Provvedimento 5/10/2006”. Perform Visual and Technical Inspection of the entire system, dehumidifier, fan and air distribution ducts into the building: the contractor shall perform this activity in accordance with “Allegato 3 and Allegato 6 - Procedura Operativa per la valutazione e gestione dei rischi correlate all’igiene degli impianti di trattamento aria”. This activity shall be performed by certified “Tecnico/i Categoria A”, in accordance with “Ministero della Salute-Accordo Stato-Regioni, Provvedimento 5/10/2006”. Maintenance and Repair Works: the Government will ask the contractor to perform works of maintenance, repair, urgency repair, upgrade, renewal, replacement, substitution, code compliance or renovating for any dehumidification system, with scheduled or emergency requests. (vii) Dates and places of delivery and acceptance and FOB point: the Period of Performance will be base year, starting on August 10, 2021; the services will take place at Darby Military Community, Livorno, Italy. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition; see the attached solicitation W58D2M-21-Q-0007 for details. (a) Prospective contractors shall complete electronic annual representations and certifications at SAM accessed via https://www.acquisition.gov as a part of required registration (see FAR 4.1102). (b)(1) Prospective contractors shall update the representations and certifications submitted to SAM as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to SAM. Additional contract requirements: Site Visit - Vendors are put on notice that: A virtual meeting regarding the administrative portion pertaining to subject requirement will be held through Microsoft Teams on June 21, 2021, 10:00AM hrs; a Teams invite will be provided to the interested Vendors e-mail addresses to join the mentioned meeting. A site visit will be physically held on the same date – June 22, 2021, 2:30PM hrs, meeting point Gate # 27. A legible copy of the identification document has to be provided. If the person has entry pass for the ASA Area, a copy of the pass has to be provided. Only the person who has provided the personal data would be allowed to attend the site visit. The Guards will check the identification card at the gate. The quoter(s) not present on the list will be denied the entrance to the base. Not indicating interest as described above does not preclude the Vendor from participating in this requirement. NOTE: Interested parties are NOT required to attend the organized site visit in order to submit a quote. Answers to questions may be posted to https://beta.sam.gov/. This contract will utilize Wide Area Workflow (WAWF) which is a secure Web-based system for electronic invoicing, receipt and acceptance. The WAWF application enables electronic form submission of Invoices and Government Inspection and Acceptance documents in order to support DoD’s goal of moving to a paperless acquisition process. All quotes must be submitted to the Contracting Officer as specified in the attached Request for Quotation W58D2M21-Q-0007. The price should be submitted in EURO without IVA. The United States Government is exempt from payment of Imposta Valore Aggiunto (IVA) tax in accordance with DFAR 252.229-7003, Tax Exemptions, and with Article 72 of the Italian IVA implementing Decree Law 633, dated October 26, 1972. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.
