The Aberdeen Proving Ground (APG) Army Contracting Command is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies and experience available to support/provide the U.S. Army Garrison Aberdeen Proving Ground and Adelphi Laboratory Center with Underground Utility Location Services. The contractor shall furnish all management, supervision, personnel, transportation, material and equipment/supplies necessary to electronically locate, mark with paint, pin flags, bristles, stakes, map, and survey (Global Positioning Satellite (GPS) and conventional). Provide as-built location drawings of buried utilities both new and existing, perform vacuum excavation test holes. Perform all administrative procedures, verifications and coordination to process, track, provide monthly tenant organization billing statements and issue excavation permits in accordance with Aberdeen Proving Ground Regulation (APGR) 385-7, dated 1 April 2013, for the purpose of making permanent record of and protecting all underground utility systems at Edgewood and Aberdeen Areas of Aberdeen Proving Ground (APG) and the Adelphi Laboratories Campus in Adelphi, MD.
