The United States Army Contracting Command, Tenant Division, Facilities Branch is conducting this sources sought market survey to determine potential sources capable of fulfilling a Chief Financial Officer Audit contract in support of Aberdeen Proving Ground Audit Readiness. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE (SAM.gov) FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. THERE IS NO SOLICATION AVAILABLE AT THIS TIME. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does it issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. Place of Performance: Aberdeen Proving Ground. Required Capabilities: The U.S. Government is seeking sources to support a contract for a Chief Financial Officer Auditor in support of Aberdeen Proving Ground’s Chief Financial Officers Act (CFOA) Audit Readiness Support. The purpose of this Market Research is to identify sources that can: Maintain, manage, and update the General Fund Enterprise Business System (GFEBS) to validate that all records are accurate and complete. Support on-site, the Geographic Information Systems (GIS) to maintain physical records and comply with the Real Property Existence and Completeness (E&C) Assertion Reviews in support of the Chief Financial Officers Act (CFOA). Maintain the Real Property asset files through examination of the required documentation. Provide space planning and management support as it relates to database management and maintenance through GFEBS. Proficient in using Enterprise Pro-Active Real Property Interactive Space Management System (ePRISMS) Perform Physical Inventory Inspections – a comprehensive review of data elements in GFEBS. Maintain, manage, update, and provide CAD and drafting services in support of building and structures. Provide full time support for portfolio managements, lease management surety, and developer coordination. See attached Performance Work Statement for all other requirements. While the primary purpose is to identify all eligible candidates are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
