Every section of the Soliciation has been updated to reflect the Trade Off Best value soliciation. The contractor shall furnish all management, supervision, personnel, transportation, material and equipment/supplies necessary to electronically locate, mark with paint, pin flags, bristles, stakes, map, and survey (Global Positioning Satellite (GPS) and conventional) all required underground utilities for the assigned site or sites for a given task order. Provide as- built location drawings of buried utilities both new and existing, perform vacuum excavation test holes. Perform all administrative procedures, verifications and coordination to process, track, provide monthly tenant billing statements and issue excavation/digging permits in accordance with Aberdeen Proving Ground Regulation (APGR) 385-7, dated 1 April 2013, in accordance with the Performance Work Statement (included in solicitation) for the purpose of making permanent record of and protecting all underground utility systems at Aberdeen Proving Ground (APG-North) to include the APG-Edgewood (South) Area and the Adelphi Laboratories Campus in Adelphi, MD.
