Subject: Terrestrial Layer System (TLS) Industry Day After Action Review (AAR) Questions and Status Synopsis: Program Executive Office (PEO) Intelligence Electronic Warfare & Sensors (IEW&S), Project Manager (PM) Electronic Warfare & Cyber (EW&C), is issuing this special notice to provide industry an update on the Terrestrial Layer System (TLS) program and to receive formal feedback on the TLS strategy as briefed at Industry Day. Requested Industry Feedback: Industry is asked to provide responses/recommendations IAW the following questions based on their past experience with similar systems/capabilities and an optimal approach to satisfying the Army's TLS concept. Industry is asked to provide responses/recommendations to the following: 1) Comments/recommendations on the current contracting strategy 2) Comments/recommendations on the current reference architecture 3) Comments/recommendations on the C-kit selection/upgrade iterative approach 4) Comments/recommendations on "priming the pump" for the C-kit iterative approach 5) Comments/recommendations on necessary infrastructure/equipment to support Developmental Test (DT) and Operational Test (OT) range testing 6) Comments/recommendations for an optimized approach to integrating SIGINT, EW, and Cyber systems/capabilities on a single vehicle 7) Comments/recommendations on what the government on methods to ensure open system architecture will be realized for total system 8) Any additional information related to the Army's approach to acquiring a TLS solution Status/Execution: The current Army TLS acquisition approach is to utilize the Consortium for Command, Control, and Communications in Cyberspace (C5) Other Transaction Authority (OTA) to prototype TLS C-Kit systems for FY20 with potential follow-on procurement. A supporting C-Kit specific RFI is forthcoming (April - May 2019). A competitively solicited Indefinite Delivery Indefinite Quantity (IDIQ) contract is planned for an FY21 award for the integration of A/B/C kits on designated platform (to be determined). A version of the Industry Day slides suitable for Public Release will be posted on FedBizOpps on/about 13 February 2019. Additionally, the Army is planning follow up sessions with Industry in conjunction Advanced Planning Briefing to Industry (APBI) scheduled for the week of 29 April at APG, Maryland. Response Instructions: Basic Information: • Company name, address, cage code, and full point of contact information. • State whether your company is considered a Large or Small Business. No classified information should be included in your response. If you have any doubt/discrepancy regarding the classification of data/information, please do not include it in your response. Proprietary information is acceptable but must be marked as proprietary. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Responses shall be submitted in hardcopy only (2 copies) and not exceed 15 pages in length, excluding cover page and administrative pages. Pages containing text shall be typewritten, on standard letter 8.5"x11" size paper. Each paragraph shall be separated by at least one blank line. Drawings or other graphics shall be reduced only to the extent legibility is not lost. Each page shall be single spaced with a minimum of 12-point Times New Roman font and no less than one inch margins/borders. All tables and graphics shall utilize a minimum of 10-point Times New Roman font and may be landscape. The Government will not reimburse responders to this notice for any costs incurred in responding, or in any subsequent exchange of information. Any proprietary and restricted information shall be clearly marked. Responses must be received by 1700 (EST) 27 Feb 2019.
