The United States Army Contracting Command-Aberdeen Proving Ground, MD 21005, on behalf of Product Manager Mulit-Mission Surveillance System (M2S2) Radars, intends to solicit and award a five-year Firm-Fixed Price (FFP) / Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) type contract, with an ordering period of five yeats, as a sole source action to SRCTec, LLC, 5801 E Taft Road, Suite 7, Syracuse, NY 13212-3273, in accordance with 10 United States Code (U.S.C.) § 3204(a)(1), as implemented in Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(ii)(B), Unacceptable delays in fulfilling the agency’s requirements. The U.S. Army PdM M2S2 and the U.S. Army Contracting Command have a requirement to procure the AN/TPQ-50 Radar Engineering Change 1 (EC1) systems, spares, repair parts, logistics, program management, contractor sustainment support, system upgrades, and repair and return for primarily international customers. The AN(Army Navy) /TPQ-50 is a lightweight, man-portable weapons-locating sensor that provides continuous 360-degree surveillance to detect, locate, and report enemy rocket, artillery, and mortar (RAM) firing positions. The AN/TPQ-50 enables Warfighters to neutralize threats from RAM attacks. The AN/TPQ-50 currently provides critical capabilities to the Warfighter and enhances force protection in both the continental United States (CONUS) and outside the continental United States (OCONUS). Places of Performance include both Continential U.S. (CONUS) and Outside the CONUS (OCONUS) locations. This purchase will be made on an Other Than Full and Open Competition basis as authorized by FAR 6.302-1(a)(2)(ii)(B), Unacceptable delays in fulfilling the agency’s requirements. The Government does not possess a full Technical Data Package (TDP) that would allow full and open competition for the development, production, and/or sustainment of the AN/TPQ-50 radar system. The Government does not intend to use FAR Part 12 for this acquisition. This notice is not a request for competitive proposals. A determination by the Government to not compete this proposed contract lies solely within the discretion of the Government. The anticipated solicitation release date is 13 January 2023, and the anticipated award date is 31 January 2023.
