The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), MD 21005, intends to solicit and award one Cost-Plus-Fixed-Fee(CPFF), Cost no Fee, Firm-Fixed -Price (FFP) Sole Source singleaward Indefinite Delivery Indefinite Quantity contract with an ordering period of 60 months, estimated on or about 30 April 2020 to Northrop Grumman Systems Corporation. The value of this IDIQ is approximately $90,000,000.00. The Government intends to issue subsequent Task Orders (TO) on a Cost-Plus-Fixed-Fee (CPFF), Cost no Fee,and/or Firm-Fixed Price (FFP) basis to be determined at the Task Order (TO) level. In accordance with 10.USC2304(c)(1) and FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for system support for the program. The proposed contract will provide necessary services that span the entire life cycle of support for the RADAR systems, from the Design, Development, Technical Insertion, Testing, Training, Integration, Engineering Support, Systems Engineering, and Sustainment to include providing Field Support Representatives (FSR), Obsolescence Management and full Contractor Logistical Support (CLS). Services include the required engineering services added to include design improvements, lab and aircraft test, integration services, support for technical insertions, sensor enhancements, and system modifications and upgrades. Product Support / CLS Services for LRR-E/VADER. CONUS and OCONUS Operations and Sustainment, Maintenance and training documentation, Obsolescence Management, New Equipment Training (NET), Initial Training, and First Unit Equipped (FUE) support, First Article Test (FAT) and other test and production acceptance support services. Northrop Grumman Systems Corporation is the Original Equipment Manufacturer (OEM) and the only source capable of meeting the Government's STARLite system support requirements. The Government does not possess a full Technical Data Package (TDP) that completely defines the form, fit, and function of the system that is needed to provide systems support. Without the technical data, NGSC is the only responsible source that could satisfy the Government's requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement in the future. Interested parties may identify their interest and capabilities to respond to the requirement, which if received within 15 calendar days of publication of this notice, shall be considered by the agency. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
