The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG) has awarded one Cost-Plus-Fixed-Fee, Cost no fee, Firm-Fixed-Price (FFP) sole source single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with an ordering period of 48 months to Northrop Grumman Systems Corporation (NGSC) on 10 January 2019. The value of this IDIQ is $86,200,000.00. This contract was awarded to NGSC on a sole source basis in accordance with 10.USC 2304(c)(1) and FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This contract is for overall system support of the STARLite program. This requirement provides Project Manager, Sensors-Aerial Intelligence (PM SAI) services required to deploy and maintain the readiness and operational capability of STARLite and its subsystems and components. This effort includes Product Support Management, Engineering and Software Support, Maintenance Planning and Management, Material Maintenance, Logistics, Field Service Support, Supply Support, Repair Parts, Support Equipment Procurement, Training and Training Support, Personnel, Facilities, Platform Integration, Retrofit, and Technology Insertion. NGSC is the Original Equipment Manufacturer (OEM) and the only source capable of meeting the Government's STARLite system support requirements. The Government does not possess a full Technical Data Package (TDP) that completely defines the form, fit, and function of the STARLite system, which is needed to provide system support. Without the technical data, NGSC is the only responsible source that can satisfy the Government's requirements.
