Cryogenic Magnetometer Integration Call for White Paper (WP) 21 January 2025 This call for White Paper (WP) is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is a CALL for WP and the C5ISR Center is currently conducting market research only. No award is anticipated as a result of this call for WP. The Government will not reimburse costs incurred by respondents in response to this call for WP, or for participating in any information exchange regarding details of the call for WP. Any information submitted by respondents to this WP synopsis is voluntary. The Army does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment for any purpose. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g., SDVOSB, HUBZone, 8(a), WOSB, EDWOSB.). Note: This is a call for Procurement Contract WPs only and will be governed by the “two-step” process described in General Information of Broad Agency Announcement (BAA) solicitation number W56KGU-23-R-RTID. Respondents that submit a proposal without first submitting a WP may not be eligible for award. Description The United States Army Combat Capabilities Development Command (DEVCOM), Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Research and Technology Integration (RTI) Directorate is issuing this call for White Papers in association with Topic # GGA-02, entitled “Novel RF Sensing Modalities such as Quantum for SIGINT”. This call for White Papers (WP) is under Broad Agency Announcement (BAA) W56KGU-23-R-RTID. The BAA was originally published on sam.gov on 01 November 2022 and amended on 31 May 2024. Respondents must refer to BAA number W56KGU-23-R-RTID, entitled “Research and Technology Integration (RTI) Directorate Broad Agency Announcement”, and it must be read in conjunction with this call for WP’s. All instructions set forth in the BAA W56KGU-23-R-RTID document apply to this call. AWARD INFORMATION ANTICIPATED AWARD DATE: June 2025 ANTCIPATED FUNDING: Under this call, the Government intends to award one (1) to three (3) contract(s) with a Period of Performance (PoP) of twenty-four (24) months. The option years are not guaranteed and are based on funding availability. The anticipated funding for this call is up to $3.15 million for the total contract ceiling, however, the Government reserves the right to award smaller or larger contracts or assistance instruments. Note: This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential respondents should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice. Awards under this call are expected to range from $500,000 up to the full amount. The Government reserves the right to select all, part, or none of the WP’s received, subject to the availability of funds. All instructions set forth in the W56KGU-23-R-RTID solicitation document apply to this Call for WP. This document represents the detailed requirements for this data call.
