Multi-Orbit Modem (MOM) Request for White Paper (WP) July 2023 This call for White Paper (WP) is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is a CALL for WP and the C5ISR Center is currently conducting market research only. No award is anticipated as a result of this call for WP. The Government will not reimburse costs incurred by respondents in response to this call for WP, or for participating in any information exchange regarding details of the call for WP. Any information submitted by respondents to this sources sought synopsis is voluntary. The Army does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment for any purpose. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g., SDVOSB, HUBZone, 8(a), WOSB, EDWOSB.). Note: This is a call for Procurement Contract WPs only and will be governed by the “two-step” process described in General Information of Broad Agency Announcement (BAA) solicitation number W56KGU-22-R-0ESI. Respondents that submit a proposal without first submitting a WP may not be eligible for award. Description The United States Army Combat Capabilities Development Command (DEVCOM), Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center Engineering & Systems Integration (ESI) Directorate is issuing this call for White Papers in association with Topic 21 SATCOM Resiliency. The Army’s tactical SATCOM network utilizes individual rack mounted SATCOM modems that operate primarily over standard common orbit satellites to deliver services to the warfighter. This current capability allows Army commanders to perform command and control duties in beyond line of sight (BLOS) scenarios. The US Army’s objective is to create transport resiliency by developing a modular system that can operate over multiple satellites and orbits simultaneously. The modular system includes a Multi Orbit Modem System that interfaces with current and emerging terminals which support simultaneous orbit transmission. This call for white paper focuses on the Multi-Orbit-Modem system, specifically for a systems integrator who will need to work with multiple waveform vendors in porting their proprietary solutions into the Multi-Orbit Modem system. Response DEVCOM C5ISR Center, ESI is interested in receiving WPs on the above topic from companies that have a successful track record developing SATCOM modem integration solutions that can develop new modular and scalable solutions in order to provide simultaneous service across standard frequency bands using satellite service providers and constellations over multiple orbits. The identified technology solution(s) should be at technology readiness level (TRL) 3 or higher to be considered. The end state of the identified solution should be a demonstration/proof of concept prototype system at TRL 6 that can be tested and verified in U.S. Army specific tactical environments and then transitioned and integrated with an Army Program of Record’s systems and applications. It is essential that any identified solutions are based around designs that have a clear path to be matured and commercialized to meet other important system goals including, but not limited to production affordability; size, weight, and power; network scalability; risk management framework (i.e., information assurance); and network management. White paper responses shall provide a proposal of how to protect Intellectual Property (IP) and shall demonstrate an understanding of the systems integrator ability to support CMOSS compliance. The white paper shall explain how to load TRANSEC keys for each waveform requiring TRANSEC. The white paper shall also need to discuss their approach for any components which would require red/black separation. Overall, the white paper should provide a clear, logical, and evidentiary description of how the proposed system will meet requirements. In areas where the proposed solutions do not meet the requirement(s), the offeror is encouraged to provide context surrounding the trades. The offeror is also encouraged to provide context describing the people, processes, and tools necessary for execution of the proposed approach. Note: Respondents must refer to the solicitation document entitled W56KGU-22-R-0ESI, and it must be read in conjunction with this RFI for WP’s. All instructions set forth in the W56KGU-22-R-0ESI solicitation document apply to this RFI. This document represents the detailed requirements for this data call. Submission Requirements This call provides general public release requirements ONLY. Detailed technical requirements can be requested by contacting all POCs below, being sure to provide DUNS and/or CAGE Numbers in the request in order to receive the Controlled Unclassified Information (CUI) version of this call for whitepapers before responding. The whitepaper should not exceed 15 pages in length (single sided, single spaced, with 12-size font). The 15 page limitation does not include the Rough-Order-of-Magnitude cost or the cover page. Refer to baseline W56KGU-22-R-0ESI Section III for submission Go / No Go criteria and all other instructions on WP preparation, submission, and evaluation. Detailed Technical Requirements will be (CUI) and shall not be disseminated to non-US entities. WPs are due no later than 28 August 2023, 3:00 pm EST via email to the TPOC with a Cc to the ATPOC, AO, AS, and AMT, as listed below. If the submission will be classified, respondents should contact the TPOC and KO for instruction on how to submit the WP, via appropriate methods/channels. The KO shall be informed, in writing, that a classified WP has been submitted, its title and to whom it was submitted.
