The Government’s requirement is for a software platform that ensures an end-to-end tactical modernization approach designed to integrate unified network transport, shared data and services for servers and hardware and a set of applications/tools for network management built upon a common, open, and modular software framework. The following capabilities are also included in the Government’s minimum requirement: -Software that enables the configuration, management, and monitoring of voice, video, and data networks throughout the tactical Army unit and into the sustaining base. -Software that displays a consolidated network topology view and status of multiple remote nodes that form the tactical network. -Software that reduces the complexity of managing tactical systems and enables reconfiguration of systems with limited operator re-training. -Software that provides a simplified method to automate the initialization of tactical nodes via predefined templates coupled with a scripting capability that allows multiple components to be scripted/automated efficiently, which allows seamless integration. -Software system that simplifies and secures complex communications systems and tactical networks. -Software that enables a simplified method for generating and managing certificates for Public Key Infrastructure (PKI). -Software that provides an open/flexible Application Programming Interface (API) that enables rapid customization and support for new networking equipment and applications. -Software that reduces the need for Information Technology (IT) personnel to maintain and operate communications equipment by extending functionality and reducing operating conflicts. - Software that enables network administrators to view entire tactical networks through a single pane of glass, while sharing views and access to deployed operators at any level or echelon of the network, creating a collaborative, hierarchical, network operations and management structure. - Software that certifies COTS communication equipment for use in transmission and processing of classified information. The licenses to be procured, Commercial-Off-The-Shelf (COTS) PacStar IQ-Core Network Communications Manager 2nd Generation Licenses, IQ-Core ROAM Manager Enterpriser, and annual subscriptions are detailed in the attached spreadsheet. They are currently part of the PEO C3T PM TN CCEv2, EMCv2, SCOUT, STS-HUB, MDTF, and CX-K systems baselines that have already been fielded to the warfighter. Replacement of these products in the baseline with alternatives would cause substantial delays of support efforts to field users in response to software errors and failures. They will be added as new additional requirements to Option Year 2 and the subscription renewals will be added to Option Years 3 and 4 of contract W56JSR-20-C-0012, if exercised. Action awarded shall be supported by the written justifications and approvals for Other than Full and Open Competition - FAR Part 6.
