The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), 6565 Surveillance Loop, APG, Maryland 21005, intends to award a sole source, 24-month, cost-plus-fixed-fee completion form (CPFF) to Collins Aerospace. The proposed contract is for engineering services for the Army-Navy/Aviation Radio Communications-220 (AN/ARC-220) High-Frequency (HF) radio and components. The engineering services will obtain a redesign of the A6 Circuit Card Assembly (CCA). This effort will result in a redesign of the ARC-220 RT-1749 A6 Audio Input / Output CCA. The anticipated period of performance will be from 1 October 2019 through 30 September 2021. The Government intends to solicit and negotiate with only one source under Contract IAW FAR 6.302-1 and 10.USC 3304(c)(1), Only One Responsible Source and no other supplies or services will satisfy the agency requirements. The proposed source is Collins Aerospace (formerly Rockwell Collins). Collins Aerospace (the original equipment manufacturer (OEM)), is located at 400 Collins Road Ne, Cedar Rapids, IA 52402. The Government does not own the Technical Data; which is proprietary to Collins Aerospace. This notice of intent is not a request for competitive proposals, The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the services listed requires a substantial investment or an extended period of preparation. However, all proposals received within 30 days after the date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract will be based upon the responses received. Responses to this notices are considered solely for the purpose of determining whether to conduct a competitive procurement.
