The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), 6565 Surveillance Loop, APG, Maryland 21005, intends to award a sole source contract modification to Collins Aerospace. The proposed modification to contract W56JSR-19-C-0015 is for two (2) Circuit Card Assemblies (CCA) for the Army-Navy/Aviation Radio Communications-220 (AN/ARC-220) High-Frequency (HF) radio and components. The A3 and A7 Circuit Card Assembly (CCA) are to be used for Government Furnished Equipment (GFE). The anticipated period of performance will be from 30 September 2019 through 30 September 2021. The proposed contract modification has been determined within the scope of the sole source base contract awarded under FAR 6.302-1 and 10.USC 3304(c)(1), Only One Responsible Source and no other supplies or services will satisfy the agency requirements, and as such the Government intends to solicit and negotiate with only one source. The proposed source is Collins Aerospace (formerly Rockwell Collins). Collins Aerospace (the original equipment manufacturer (OEM)), is located at 400 Collins Road Ne, Cedar Rapids, IA 52402. The Government does not own the Technical Data; which is proprietary to Collins Aerospace. This notice of intent is not a request for competitive proposals, The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the services listed requires a substantial investment or an extended period of preparation. However, all proposals received within 30 days after the date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract will be based upon the responses received. Responses to this notices are considered solely for the purpose of determining whether to conduct a competitive procurement.
