Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to issue a sole source Request for Proposal (RFP) to Canadian Commercial Corporation (CCC), Ottawa, Ontario, Canada (Cage Code 98247) for Field Support Team (FST) services in Kingdom of Saudi Arabia (KSA) to support the Saudi Arabia Ministry of National Guard (MNG) fleet of Light Armored Vehicles (FoLAV). This contract will provide a FST to perform the following types of FST services to support the MNG FoLAV for a performance period of 24 January 2022 to 23 January 2023: fleet maintenance, inventory management, repairs, cooling module replacement, test and acceptance, and on-the-job training. The RFP (W56HZV-21-R-0197) will be sole source in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agency requirements”. RFP W56HZV-21-R-0197 is planned to result in a one-year, firm-fixed price, contract with CCC and 100% subcontracted to the LAV Original Equipment Manager (OEM) General Dynamics Land System – Canada (GDLS-C) (Cage Code 56161). The RFP is expected to be released on or about 13 September 2021. GDLS-C owns the LAV technical data package and technical manuals and is the only known qualified source for this procurement. The NAICS code for this acquisition is 541990. The inspection/acceptance points are Source. Although it is the Government’s intent to solicit and negotiate with only one source, CCC/GDLS-C, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This is a pre-solicitation notice, otherwise known as a synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 calendar days from the date of this notice. Contractors should not call the buyer or procuring contracting officer (PCO) seeking a copy of the solicitation (or other data) as none will be available until the solicitation is issued. No hard copies of the solicitation will be issued.
