OBJECTIVE: The Army Contracting Command, Detroit Arsenal, Michigan, in support of the Light Armored Vehicles (LAV) Program Manager, is seeking sources that can provide Field Service Representative (FSR) support for Saudi Arabian Ministry of National Guard (MNG) Light Armored Vehicles (LAV) in the Kingdom of Saudi Arabia (KSA) for a period of one year (24 January 2023 through 23 January 2024). The vendor is responsible for providing a Field Support Team (FST) that shall perform the following tasks: a) Perform inspection/troubleshooting, maintenance, repair, and testing of the MNG Family of LAV (FOLAV). The contractor shall implement various upgrades, Engineering Change Proposal (ECP) retrofits, product modifications, and service advisories as directed by the Contracting Officer Representative (COR). b) Perform technical inspections on MNG LAVs at user locations to prepare quotes for repair or refurbishment. As directed, the vendor shall also repair vehicles damaged in battle or otherwise. c) Provide LAV technical support on-site at the user’s location. d) Implement field upgrades in accordance with (IAW) work directive requirements. e) Provide welders IAW work directive requirements. f) Provide onsite field exercise and firing range support. g) Conduct training at Government selected training sites. Training shall provide operational and maintenance training necessary to increase LAV user knowledge, skills, and abilities to the degree required to perform selected job tasks. h) Provide informal, on-the-job training to the MNG soldiers when requested by the Government. Training shall be limited to Technical Manual vehicle maintenance tasks. PERFORMANCE REQUIREMENTS: 1. If you feel your company is capable of performing FSR support, please provide the following information: a) Your company’s technical knowledge of MNG LAVs. b) Your company’s experience with providing support as listed above. ADDITIONAL QUESTIONS: 1. Describe your past performance with the FoLAV as it applies to Field Support Teams for MNG FOLAV. 2. Describe the types of FSR support your company provide.
