On 31 March, 2021, Army Contracting Command – Detroit Arsenal (ACC-DTA) issued a sole source Request for Proposal (RFP) to AM General LLC (AMG), South Bend, Indiana for Contact Maintenance Trucks (CMT), also known as the M1152A1B2 High Mobility Multipurpose Wheeled Vehicle (HMMWV) Next Generation (NG) Lightweight (LW) Shop Equipment Contact Maintenance (SECM). The procurement will be sole source in accordance with the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agency requirements.” The resulting contract will be a 3-year base with two option year, firm-fixed-price/ cost only, Requirements contract with AMG. The estimated vehicle quantity is 1,375. The proposal is due on 4 May 2021. AM General is the only known qualified source for this procurement. The Government possesses a competitive TDP for the basic HMMWV Expanded Capacity Vehicle (ECV) variant; however, the TDP does not include the contractor proprietary data for the updated armor package, air conditioning system, Automotive Improvement Package (AIP), and Reliability Enhancement Vehicle (REV) components that are integrated into the vehicle.
