The RFP will be sole source in accordance with the authority of (FAR) 6.302-1(a)(2)(ii)(A), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The RFP is planned to result in the addition of the M1152A1B2 HMMWV Rolling Chassis as a variant purchase option to the current requirements contract. An estimated quantity of 707 M1152A1B2 Rolling Chassis will be procured as a result of this modification, during Order Year 4 (OY4) with estimated deliveries February 2021 through July 2021. The RFP is expected to be released in 4th quarter of Fiscal Year 2020. The proposal will be due approximately 30 days after the RFP is release. Contract Award is anticipated in the 4th quarter of Fiscal Year 2020. AM General is the only known qualified source for this procurement. The Government possesses a competitive Technical Data Package (TDP) for the basic HMMWV Expanded Capacity Vehicle (ECV) variant (M1113 series); however, the TDP does not include the contractors proprietary data for the upgraded air conditioning system, Automotive Improvement Program (AIP) upgrades, Reliability Enhancement Vehicle (REV) components, integrated armor kit, powertrain, differentials/axles and associated components that are integrated into the M1152A1B2 chassis required for this action. The armor package, air conditioning system, AIP and REV components, are necessary upgrades for Soldiers to effectively execute operations in response to instability in the various regions. The upgrades increase survivability, reliability, and performance. Without these upgrades, Soldiers are at risk of defeat due to immobility and lack of capability, increasing the likelihood of loss of life and equipment. The NAICS code for this acquisition is 336992. The inspection/acceptance and FOB points are Origin. Although it is the Government's intent to solicit and negotiate with only one source, AM General, LLC (Cage Code 0H3G6), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This is a pre-solicitation notice, otherwise known as synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 days from the date of this notice. Contractors should not call the buyer(s) or procuring contracting officer seeking a copy of the solicitation (or other data) as none will be available until the solicitation is issued. No hard copies of the solicitation will be issued.
