On 31 May 2022, Army Contracting Command – Detroit Arsenal (ACC-DTA) issued a sole source Request for Proposal (RFP) to AM General LLC (AMG), South Bend, Indiana for High Mobility Multipurpose Wheeled Vehicle (HMMWV) Expanded Capacity Vehicles (ECVs) to extend the current HMMWV ECV Production contract, W56HZV-17-D-0071, with AMG. The HMMWV ECV must comply with Automotive Tank Purchase Description 2099. The RFP (Contract W56HZV-17-D-0071, Modification P00042) will be sole source in accordance with the authority of FAR 6.302-1 , "Only one responsible source and no other supplies or services will satisfy agency requirements." The resulting contract modification P00042 will be a two-year and four-month extension of the current HMMWV ECV Production contract, W56HZV-17-D-0071, with AMG. Contract W56HZV-17-D-0071 is a firm-fixed-price, requirements contract. The contract modification will procure an estimated 3,584 HMMWV ECVs inclusive of HMMWV optional equipment and contractor unique spare parts packages to fill Department of Defense (DoD) and Foreign Military Sales (FMS) requirements for various customers. (Note: The contractor unique spare parts packages will only be procured for FMS customers.) The proposal is due on 30 June 2022 at 3:00 PM Eastern Stardard Time (EST). Contract Award is anticipated in the 4th quarter of Fiscal Year 2022. AM General is the only known qualified source for this procurement as the Government does not currently have a competitive Technical Data Package (TDP), which is required to manufacture the following HMMWV ECV variants: M1151, M1151A1, M1151A1B1, M1152, M1152A1, M1152A1B2, M1165, M1165A1, M1165A1B3, M1167, HMMWV ECV 2 Man Rev1B Rolling Chassis and HMMWV ECV Rolling Chassis. The variants include components such as updated armor package, air conditioning system, Automotive Improvement Program (AIP) components, and Reliability Enhancement Vehicle (REV) components that improve protection, engine cooling, and vehicle suspension for increased survivability, reliability, and performance. These integrated upgrades are proprietary to AM General.
