In accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the United States Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to issue a sole-source solicitation (W56HZV-22-R-0144) restricted to General Dynamics Land Systems Inc. (GDLS), 38500 Mound Road, Sterling Heights, MI 48310-3200, for Stryker Family of Vehicles (FOV) System Technical Support (STS). All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency IAW FAR 5.207(c)(16) within 30 days after the date of publication of this solicitation. The solicitation will be for a 5-year Indefinite-Delivery Indefinite-Quantity (IDIQ) service support contract. The engineering and technical services that will be acquired under this contract support the Stryker program with development of changes to existing products, production activities, and the sustainment phase of the systems’ acquisition lifecycle. These support elements consist of Systems Engineering Support (SES), Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance Support (C4ISR), Logistics Engineering Support (LES), Contractor Test Support (CTS), and System Integration Laboratories (SIL) service support. An award date of 13 December 2023 is estimated and anticipated for this action. Performance of these services is anticipated to begin in the first quarter of calendar year 2024 and continue for five consecutive years.
