Pursuant to FAR 5.201, this announcement is a synopsis of the U.S. Army Contracting Command – Detroit Arsenal's, (ACC-DTA's) requirement to provide the U.S. Army Ground Vehicle Systems Center (GVSC) Web Enabled Services (WES) continued technical and business services with respect to Parametric Technology Corporation (PTC) Windchill software, product data management tools, and 3D engineering tools. ACC-DTA intends to award a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) contract to Strategic Technical Services (STS). This is not a request for proposal, nor is it a request seeking offerors to be placed on a solicitation mailing list. This is a synopsis, not a request for competitive proposals or solicitation of offerors and is in no way binding the Government.
