Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to negotiate solely with General Dynamics European Land Systems Bridging Systems (GDELS-BS) for the Fleet Modernization of the Rapidly Emplaced Bridge (REB) System effort. This will include the modernization to Version 3 (V3) from Version 1 (V1) or Version 2 (V2). The pure fleet requirement also includes logistics, fielding support services and spare parts. This is for approximately 58 REB Systems in various conditions. This action will be a new solicitation under solicitation W56HZV-21-R-0048. The statutory authority permitting other than full and open competition for this effort is Title 10 United States Code (U.S.C.) 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Specifically, FAR 6.302-1(a)(2)(ii)(B) states, “Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (B) Unacceptable delays in fulfilling the agency’s requirements.” This is a pre-solicitation synopsis and is not a request for competitive proposals or a solicitation of offers, however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
