Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to solicit and award a Federal Acquisition Regulation (FAR) based, firm fixed price purchase order for 32 each Winch Control Kits (WCKs), Part Number 03104. The Government requires delivery of the 32 each WCKs within 8 weeks after purchase order award FOB origin to Sierra Army Depot (SIAD). This requirement will be solicited on a sole source basis to Tru-Hitch, Inc. in Pleasant Valley, CT (CAGE Code 1BZD4) under authority of FAR 13.106-1(b)(1) , “Soliciting from a Single Source” (1) For purchases not exceeding the simplified acquisition threshold. Tru-Hitch, Inc. is the only known qualified source for this procurement as the Government does not currently have a competitive Technical Data Package (TDP) for the WCK. Tru-Hitch, Inc., is the original equipment manufacturer (OEM) of the current Modular Catastrophic Recovery System (MCRS) which includes the WCK. The MCRS WCK Technical Data Package (TDP) is owned by Tru-Hitch, Inc. and is required to produce the WCK. ACC-DTA projects solicitation release in May 2021 and responses are projected to be due in June 2021. The RFP will be made available via beta.SAM.gov. Although the Government intends to only solicit and negotiate with one source, Tru-Hitch, Inc., all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
