U.S. ARMY CONTRACTING COMMAND WARREN, DETROIT ARSENAL (ACC-DTA), WARREN, MICHIGAN 48397-5000 SUBJECT— PM LAV Systems Technical Services and Systems Sustainment Technical Services Support W56HZV-20-R-0139 Sole Source Five (5) Year Requirements Contract (five 12-month ordering periods, November 2020 through November 2025), Estimated Ceiling: 37,000 Labor Hours (completion and level of effort hours that will be issued on a Work Directive basis) The U.S. Army Contracting Command (ACC) Warren, Detroit Arsenal, MI 48397-5000 intends to procure via sole source, an estimated quantity of labor hours on a five- year, Cost Plus Fixed Fee Level of Effort, Requirements contract under Solicitation Number W56ZHV-20-R-0139. This sole source procurement will be awarded to a single contractor pursuant to FAR 6.302-1(a)(2)(ii)(A) and (B), "Only one responsible source and no other supplies or services will satisfy agency requirements". The contractor will be responsible for Management and Administration, Engineering, Configuration Management, Integrated Logistics, and Fielding to support the Program Manager Office – Light Armored Vehicles (PMO-LAV) in support of the Family of Light Armored Vehicles (FoLAV); specifically, components and systems, to include the Improved Thermal Sight System (ITSS), Anti-Tank Weapon System (ATWS), and components and systems originally integrated by Raytheon, for the General Dynamics Land System Canada Corporation (GDLS-C Corporation) FoLAV. Management and Administration support includes lead engineering, logistics, program management support, resource management and control, and subcontractor performance. Engineering support includes analysis, technical publications, facility vehicle maintenance, maintenance and distribution markings, obsolescence monitoring, and product improvements. Configuration Management support includes engineering change proposals, engineering record releases, request for variances, provide insight and a demonstration of established configurations, incorporate Government designs and revisions, and data management. Integrated Logistic Support includes provisioning, technical manual, supply logistic support analysis, and training. Fielding support includes technical troubleshooting, maintenance, assistance, training, data collection, and software and hardware upgrades. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. Contractors must be registered in the DODs System for Award Management at http://www.sam.gov. Information on getting registered may be obtained on the website. Solicitation Number W56HZV-20-R-0139 is anticipated to be issued on the estimated date of July 3, 2020.
