The Army Contracting Command (ACC) – Detroit Arsenal, Michigan intends to issue a sole source request for proposal (RFP) to Oshkosh Defense, LCC, Oshkosh, Wisconsin for a new five-year requirements contract on a Cost-Plus-Fixed Fee (CPFF) basis for Systems Technical Support (STS). The RFP will be sole source in accordance with the authority of FAR 6.302-1, “Only one responsible source and not other supplies or services will satisfy agency requirements.” This contract estimates 100,000 labor hours over five years and will also include material, other direct costs, and travel to support Heavy Tactical Vehicle (HTV) Systems, trailers, and associated kits to include: Heavy Expanded Mobility Tactical Truck (HEMTT), Heavy Equipment Transport System (HETS), Palletized Load System (PLS), Palletized Load System-Trailer (PLS-T), Tactical Fire Fighting Truck (TFFT), HEMTT-based Water Tender (HEWATT), Heavy Equipment Transporter System Tractor M1300, and Heavy Equipment Transporter (HET) Semitrailer M1302. This action will support efforts as required under various phases of the acquisition life cycle, from concept to disposal and will be used to procure services under the following functional areas: engineering, configuration management, logistics, test, and quality. This solicitation, W56HZV-20-R-0002 uses Other Procurement Army (OPA), Operations and Maintenance (OMA) and Research, Development, Testing and Evaluation (RDT&E) Funds. The contract award is anticipated in 4th quarter of Fiscal Year 2021. Since Oshkosh has the TDPs, Oshkosh is the only source capable of providing STS services for the FHTV systems, trailers, and kits without substantial duplication of costs not expected to be recovered through competition. The Government does not have the pertinent technical data and computer software to enable competitive re-procurement. The NAICS code for this acquisition is 541330. Although it is the Government’ intent to solicit and negotiate with only one source, Oshkosh Defense (CAGE Code 75Q65), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This is a pre-solicitation notice, otherwise known as synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 days from the date of this notice.
